职位描述
The IT Director will be in charge of all IT related operations for China. He/She will be in charge of the development, the deployment, and run of Information System. He/She will also manage the IT infrastructures, e-mail and Enterprise Social Network and will be in charge of the day-to-day IT Operations in order to provide a high level of service to end users. He/She will make sure that Corporate IT rules are followed.
Due to the focus given to the digitalization of our media, He/She will have to become an expert in our Digital Solution, especially in terms of Network Infrastructure to advice and support the users.
Mission:
1. He/She will be in charge of the management and the security of all IT systems like local network, desktops, and services like IT helpdesk.
2. He/She will collect the needs coming from business units. Applying the IT corporate rules, He/She will deliver requested services either with local solution or regional solution or Corporate solutions. He/She will be in charge of the development of local solutions approved by the IT Corp Dpt.
3. He/She will manage the business processes and will anticipate the changes required to reflect the company's strategy.
4. He/She will manage the local budget keeping costs under control. The budget must be approved by the regional IT manager.
Activities:
1. IS strategy
-Understand the strategic and tactical challenges submitted by the Group and by the business units.
-Anticipate the changes required to reflect the company's strategy and oversee the long-term development plans.
-Support the business units in understanding and analysing their functional requirements and help raise the performance bar of the associated business processes, data, applications and systems.
2. Operational Activities
-Responsible for the quality of service delivered to the business units
-Manage projects: requirements, budget, and on-time delivery
-Ensure all IT assets are effectively and efficiently managed
-Manage headcount, CAPEX & OPEX within approved budget
-Ensure full compliance with the IS Group security (including software license compliance) and quality assurance procedures and methods, develop and update local IT policy accordingly.
3. Relations with business units
-Organise and coordinate effective relationships with managers of the business units using the Information System; define the level of service (performance, availability, etc.) required.
-Suggest any functional, technical and organisational upgrades to improve business process performance.
4. Organisation, management, supervision, oversight
-Plan and organise the activities of the internal and external IT team; work towards the continual improvement of the team efficiency and ongoing people development and career planning for IT organization capability improvement.
-Identify and negotiate the objectives and resources (human, financial, etc.) needed for each project, and analyse and put forward solutions for continually improving team productivity.
5. Relations with suppliers
-Forge and maintain effective relations with suppliers, especially independent software vendors, IT service companies, telco operators and consulting firms contracted to work on the activities.
Profile:
1. Education: Degree qualification in Computer Science or related disciplines
2. Experience: More than 10 years with 3 - 5 years IT Management role
3. Good people manager with strong IT strategy, planning and project delivery exposure
4. Inter-personal skills:
-Strong communication skills (written and oral)
-Ability to listen, adapt and make suggestions
-Ability to persuade, to negotiate
-Rigor and good synthesis capacities
5. Professional skills:
-Good technical background on Network, Windows, Linux
-Project management experience, an experience in an international context would be appreciated.
-Ability to collect, analyze business requirements and to deliver clear statements of requirements.
6. Languages: fluency in Mandarin & English
