ROLE PURPOSE – (A short summary of role accountabilities)

The RM Group Import Fulfilment Programme has identified opportunities to grow parcel import volumes to the UK and Europe by moving higher up the value chain and establishing customer relationships in foreign markets. This is part of the Group Parcels Strategy.

The RMG China proposition is to launch a B2B China to Europe deferred service for parcels being sent from China, partnering with a major express service provider in China, and aimed primarily at SMEs, to compete against integrators.

英国皇家邮政集团计划在中国与国内一家著名快递服务公司合作与综合运营商竞争，推出中国到欧洲B2B延时包裹快递产品，主要针对中小企业。企运商务咨询是英国皇家邮政集团公司在中国成立的全资子公司，目的是为母公司在华的业务发展提供支持服务。

The Regional Operations Manager is responsible for the line management of the Gateway Manager and the export operations team at the nominated China partner’s gateway ensuring that export operations work to standard specification within the allocated budget, and the role has the following key accountabilities:

区域运营经理负责口岸经理和指定中国合作伙伴口岸出口操作团队的条线管理工作，要确保他们在预算内达到出口操作工作规范标准，此角色包括以下重要职责：

* Ensure that the export parcels traffic generated within the domestic network of the China partner connects to the export gateway and is despatched to specification.

* 确保中国合作伙伴国内网络中的出口包裹运输到出口口岸，并按照服务规范进行派发

* Ensure that all regulations relating to the carriage of air freight are adhered to at all times.

* 确保每时每刻都遵循航空运输相关的所有规定。

* Ensure that there are robust contingency plans in place to maintain service continuity at all times.

* 确保有效的应急计划，时刻保证服务的连续性。

* Ensure that the terms of Operational SLA’s and Contractual agreements with internal and external service providers are adhered to.

* 确保遵守内部和外部服务提供商都遵守运营服务水平协议的条款和合同条款

* Ensure that the quality of the export service meets or exceeds the performance targets set by the Head of Operations and/ or General Manager.

* Provide regular reports and statistics to the Head of Operations to enable efficient and effective cost control of the gateway operations..

* .Maintain the ethical standards of RM Group and report any breaches of these standards immediately to the Head of Operations.

* Build robust working relationships with the Operational and Customer Services Senior Management communities of our China partner.

* Build robust working relationships with the peer and Senior Management communities of the Air Freight Forwarder, Parcelforce Worldwide and GLS.

* Input to service developments, recommend service / quality improvements and advise on cost reduction opportunities.

Skills, Knowledge and Experience:

* Minimum 3 years experience of managing an International express parcels operation at Hub or main depot level.

* Minimum of 5 years experience in the express parcels and or courier industry with a major National or internationally known company.

* 在一家国内或国外知名快递公司从事包裹快递或者快递业务至少五年。

* Excellent knowledge of China’s Import and Export Customs regulations and processes.

* 精通中国进出口海关规定和流程。

* Excellent knowledge of air freight operations and the associated regulations.

* Excellent communications and administrative skills.

* Fluent in English & Mandarin.

Royal Mail Holdings (the Group) is a public limited company wholly owned by the UK Government, but operating as an independent commercial entity with its own Board and balance sheet.
China is the largest in-bound market for Europe. Currently, Royal Mail Group (RMG) has set up a contractual partnership with a local Chinese express company. The China partner will provide the express services for Royal Mail in China on a contractual “outsourced” basis. Royal Mail Group in Europe will provide infrastructure support such as IT and Technology. The China business is purely B2B and will primarily focus on the order replenishment and sample traffic for the following key sectors:
Textiles
Machinery parts
High technology
EBP Consultancy (Beijing) Co., Ltd., a RMG Wholly Foreign Owned Entity in China, was established in 2012 in Beijing to assist RMG in mainly performing the following activities within China: providing expert knowledge of International Express to the China partner; supporting the China partner in sales and marketing; and operational processing of international items. Additionally EBP will support RMG in the day to day management of the relationship with the China partner, including assessment of future business development opportunities within China. EBP will also be responsible for supporting RMG in managing the day to day performance of the AFF.
