职位描述
Major Responsibilities:
1. PROCUREMENT
- Leading the 'Procurement Team' for Engineering Services, Construction Services and Installation Services - as well as all other relevant contract models - for the GT capital investments at Caojing under own responsibility up to the authorization level
- Ensure low cost procurement by professional procurement execution, under the condition of meeting technical specification and given project schedule by:
-Development of overall sourcing strategies for the assigned material categories
-Leading the high-value negotiations
-Optimization of sourcing activities within the BMS Procurement for the Project, with further investigation of local Engendering sourcing opportunities.
-Realization of bundling effects trough the whole Golden Tiger Projects by developing contract models for all relevant services covering several project
-Ensure cooperation with global PROTRA Organization for all relevant services (f.e. Engineering Services)
-Ensure that all contract templates and its attachments are improved compared to TDI Project and that contract templates are harmonized over all Golden Tiger projects.
-Ensure procurement work process in accordance with the quality, environment, safety & corporate compliance regulations; the Procurement Procedures of the Technical Procurement and other regulatory standards as well as other internal process standards.
-Coordination & communication with (a) Procurement Backoffice Organizations of BMS for off-shore related procurement issues (b) global PROTRA organization (c ) Project Management and other Project stakeholders supporting a best possible procurement process and outcome.
-Monitor the process of timely preparation of bidding documents and evaluation sheets and ensure that PO and contracts are signed on time to meet project schedule.
-Leading, motivating and further developing the team by superior leadership skills.
2. CONTRACT MANAGEMENT
- Leading the 'Contract Management team' (core team as well as contract manager deployed in the GT projects) to manage all contracts for Engineering Services, Construction Services and Installation Services during the whole period of contract execution:
- Coordination of all contract related issues with contractors, project stakeholders and authorities. Ensure that all contracts are managed across all GT project with the same contract, procedure and change/claim management interpretation.
- Supervision of the contract execution adhering to schedule, budget, quality requirement, environment, safety & corporate compliance regulations; the Procurement Procedures of the Technical Procurement and other regulatory standards as well as other internal process standards.
- Change Order Management: Secure budget and schedule by negotiation of change orders instructed to contractors for additional scope of works exceeding the contractual agreement. Issue Change Order after negotiation and ensure complete documentation.
- Claim Management: Secure budget and schedule by negotiation of claims issued by contractors for addition financial compensation or for extension of construction time. Issue Claim Acceptance after negotiation and ensure complete documentation.
-Payment: Verification of payment request in accordance with the contracts and the agreed upon payment milestone plan.
- Closing of all contracts after contracts have been accomplished
3. PROJECT-PROCUREMENT COORDINATION
- Leading the 'Project-Procurement Coordination Team' to coordinate all procurement related issues between the projects and procurement.
- Interface and only focal point of communication between projects and procurement department; Monitoring of projects to ensure the smooth flow of PRs, specifications, drawings and other information on time and with the required completeness.
- Ensure sufficient lead time within the projects for procurement tor their purchasing work cycle; ensure with projects the timely preparation of the complete tender documents
- After-award follow up for Pos, such as coordination work with projects Materials Management, Accounting etc.
4. SALES OF SCRAP AND MATERIAL LEFT OVERS
- Sales of Scrap and Materials Left over's with adherence to schedule, environment, safety & corporate compliance regulations; the Procurement Procedures of the Technical Procurement and other regulatory standards as well as other internal process standards
Education, Qualifications and Skills:
- Technical university (Mechanical Engineer or Civil Engineer or comparable)
- Working experience > 8 years in procurement with substantial procurement responsibilities
- Experience as Procurement Manager with own strategically responsibility for the recent several years.
- Experience with an international contractor and working experience with project execution and contract engineering of advantage.
- Experience to lead, manage and motivate a team as supervisor with superior leadership skills
- International experience (during university education or during professional career) of advantage
- Strong communication skills, strong assertiveness, own initiative, decision maker, strong team-worker
- Native Chinese Mandarin
- Further Knowledge:
1. Good PC knowledge (excel, powerpoint)
2. National/international regulations regarding trade and procurement
3. Excellent Negotiation Skills
4. Good understanding of relevant Chinese Laws
5. Excellent English (written and spoken)
