职位描述

Job Title: Senior Subcontracts Manager
Department: Supply Management

Requirements:

Education: BA or BS, or equal, preferred
Years Experience: 12+ yrs minimum in supply management or related field, with specific experience in subcontracts management.

Role:
Manages Subcontract department functions, including planning, formation, issuance, claims resolution, administration and closeout, for a large office, region, or subsidiary group. Establishes and implements effective subcontracts management leadership, systems, methods and procedures for the office or region. Participates in or leads subcontract management strategy development and implementation. Provides guidance on subcontract management matters to office or region personnel. Participates in internal and external supply management presentations.

Responsibilities:

Accountability:
Accountable to the Operations Management and the Manager or Director, Supply Management for:
- Effective execution of company policies and procedures relating to subcontracts management (Including but not limited to safety and ethics).
- Quality and timeliness of direction given to Subcontracts personnel.
- Timeliness, accuracy and adequacy of subcontract negotiation and subcontract administration activities.
- Fulfillment of subcontract requirements during project performance.
- Effective supervision of change activity to assure adequate protection of the company against potential subcontractor claims.
- Timeliness, accuracy and adequacy of problem identification, status reporting and corrective action.
- Effectiveness of relationships with subcontractors, management, customers, support organizations, and project team members.

Relationships:
- Works with responsible Supply Management leadership regarding development, implementation and support of Subcontracts Management programs and procedures. Works with Operations Management to plan and support Subcontracts Management execution for the operation. Coordinates with Project Management, Construction Management, Business Development, Legal, Finance and Insurance during proposal preparation and project execution.

Authority:
- Commits, spends and controls client and company dollars within limits established in company procedures. Assures compliance with Supply Management policies and procedures.

Supervision:
- Supervises Subcontracts Management staff assigned to the operation.

Technical/Professional Competencies:
- Overall Knowledge of Jacobs Business: Understands major technical, organizational, managerial and business issues related to operations management. Extensive knowledge of commercial procurement laws, practices, and standards as they relate to Jacobs operations management and project delivery. Understands and is committed to Jacobs' Core Values.
- Project Delivery Knowledge: Understands project delivery processes (i.e., program management, construction management, CM/GC, design, design-build, design-bid-build) and their relationship to supply management delivery.

Resources/Capabilities:
- Understands overall corporate resources and capabilities. Has working knowledge of division or regional operations, and of experience, staff and capabilities in region's markets and operating areas of responsibility.

Communications:
- Has strong communications and writing skills. Is able to effectively author contractual commitment documents, as well as internal and external communications, proposals and reports.
- Must be able to effectively communicate with clients and interact with operations, project, and construction management. Must be able to communicate effectively in order to organize others and motivate them to achieve.
- Systems: Uses personal computer in support of supply management including Supply Management software, electronic mail, and standard desktop software
