Position Description

Function of the Position:

Plan, implement, and coordinate the policies and procedures surrounding the Environment, Health and Safety of the USP China facility and the personnel.

Roles and Responsibilities:

Overall:

·Contributes to organization team efforts in formulating strategies, policies, plans and monitoring the organization’s performance to ensure that safety and environment policy and its objectives are met with.

·Develop emergency Plans for incidents on Environmental, Health and Safety.

·Implements Environmental, Health and Safety systems and practices which will ensure that the USP China site complies with the relevant legislations and/or other regulatory requirements.

·Holds periodic EHS review meeting to report the EHS activities, issues and advise the Heads of Departments on Environmental, Health and Safety practices as expected by the Management and other stakeholders.

·Recommends and implements appropriate internal competitions in Environmental, Health and Safety so as to maintain motivation and interest.

·Creates Awareness to Employees on Environmental, Health and Safety Management through trainings, distribution of weekly highlights, posters and pamphlets.

·Interprets of ESH Legal requirements, Systems and Standards

·Ensures that health, welfare, emergency and rehabilitation services are available.

Environment:

·Develops hazardous waste disposal procedures to be compliant with local regulations and USP requirement, and referring to ISO 14001. The hazardous waste includes, but not limited to chemical waste, bio-hazardous, waste water.

·Monitors and ensures the hazardous waste disposal following USP procedures.

·Provide training on environmental protection to staff.

·Works with all departments to identify and control the risks to the environment.

Safety:

·Develops safety procedures to be compliant with local regulations and USP requirement, including specific lab safety SOPs, e.g. storage of hazardous chemicals at the site and in the labs, Chemical spills, Highly toxic chemicals management, Use of personal protection equipment, etc.

·Plans and executes mockdrill at the USP facility and Safety trainings to the site staff, including Lab. Operators, Engineering operators.

·Performs safety audits to ensure the safety procedures is followed, and provides recommendations for improvement.

·Works with all departments to identify and control safety risks at USP facility.

·Provides appropriate personal protective equipment based on requests and requirement, and ensures its correct use and maintenance.

·Ensures that accidents or near misses are quickly and competently investigated with employee involvement, documented, and the necessary steps are promptly taken to prevent a recurrence.

·Coordinates with Facility Management team for proper preventive maintenance of Fire hydrant and Fire sprinkler systems.

·Work with Facility Management team to ensure safety work permits prior execution.

·Chairs site safety committee with periodic meetings talking about safety issues and improvement.

·Coordinates with the ambulance services.

Health:

·Develops safety procedures to be compliant with local regulations and USP requirement, and referring to OHSAS 18001.

·Coordinates with HR for Vaccination to the relevant employees, periodic occupational health checkup of employees.

·Provide training on occupational health to staff.

·Works with all departments to identify and control the risks to the occupational health.

Minimum Requirements:

A Bachelors/Masters major in chemistry/biotech/engineering or related science/technology, and a certificate in industrial safety or equivalent from Technical Education by State Government. A prior experience of EHS management for at least 5 years in Boitech/Pharma/Chemical industry.

Knowledge, Skills, Abilities, Training and Experience:

China local regulations of environment, safety and health

Training of ISO 14001, OHSAS 18001

Knowledge with storage, handling and disposal of chemicals, biomaterials, including highly toxic chemicals, cell cultures, microbiological strains

Integrated Facility Management Systems

Fire protection training including evacuation procedures
