职位描述

Deloitte China is currently seeking a high caliber professional for the position of Senior Manager of National Security and Facility Management. He/she will be located in one of our major offices – Beijing, Shanghai and Hong Kong offices. This role has dual reporting lines to the Chief Security Officer (who is responsible for all the Firm's security matters including but not limited to crisis management, business continuity, intelligence & threat, travel security, and physical security) and the National Professional Environment Services Leader (who has overall responsibility for the management of the Firm's facilities). The incumbent will initially focus on implementation and enhancement of physical security policies and programs in mainland China, Hong Kong, and Macau. He/she will need to work closely with national and regional business and support leaders as well as local site facility managers to identify security/ facility management issues proactively, develop risk mitigation measures, source and liaise with vendors, provide professional advice, and execute to ensure security/ facility management policies, plans and procedures that are in compliance with Deloitte's global and local member firm requirements are put in place.

The incumbent plays a key role in ensuring that the Firm provides a safe and conducive working environment in which our partners and staff work. As Deloitte Greater China continues to expand its footprint in the market, he/she is expected to have growing job responsibilities in terms of geographical coverage.


Responsibilities

  • Coordinate facility/physical security including security systems, measures, and access control across regions and offices and respond to facility emergency events
  • Conduct regular threat and vulnerability assessment and keep facility/physical security policies, plans and procedures up-to-date (e.g. emergency response plan)
  • Investigate security breaches and incidents, respond to emergencies, and keep incident records for lessons learned and analysis
  • Monitor risk and security events/ incidents that may impact our Firm's offices, partners and staff and escalate appropriately in a timely manner
  • Lead the provision of office business continuity plans and exercise BCP plans to a set timetable
  • Participate in the firm's Audit, Review and Assessment in relation to security management
  • Liaise effectively with law enforcement and security vendors in relation to provision of emergency and security support services
  • Manage projects on building maintenance, statutory requirements and ensure compliance
  • Develop and steward health & safety programs in the workplace including fire safety, coordination and training of fire marshals
  • Manage space projects to ensure best allocation and utilisation of space for current or new premises
  • Conduct vendor sourcing and manage tender process
  • Administer facilities contracts including emergency systems and procedures
  • Initiate strategies to achieve measurable improvements in building operations including Green initiatives
  • Preparation of annual property and physical security budget

Requirements

  • Degree holder in property management, facilities management or related discipline
  • Ten years' relevant experience, of which minimum 2 years at managerial level gained from Security, Corporate Real Estate, Facilities, or relevant industry (candidates with less experience will be considered for the position of Manager)
  • Experience with a sizable real estate consultancy firm or multi-national corporation would be an advantage
  • Working knowledge of physical security and business continuity
  • Recognised security and safety qualifications and certifications are a plus
  • Excellent customer service with good communication and persuasion skills
  • Strong planning and organisation skills, able to work under pressure, and work a flexible schedule if required
  • A team player with strong sense of ownership
  • Strong numerical sense and detail oriented
  • Excellent command of both written and spoken English and Chinese
  • Proficient in MS office
  • Willing to travel domestically ( approximately 15 percent to 20 percent of work time)
