Job Description:

-Implement I.T. strategy for China that is fully-integrated with the business strategy as well as aligned with the global/regional I.T. strategy.

-Develop and maintain effective partnership and sponsorship with the leadership of the business functions.

-Direct organizational design and development that continuously address the capabilities, capacities and priorities of the information management function to support business needs.

-Implement I.T. organizational architecture and staffing strategy that is aligned with the regional IT organization and global IT strategic direction.

-Assure ongoing and effective application of the performance management, skills development and career planning for I.T. department employees.

-Implement succession planning and management.

-Direct the delivery and operations of IT services within the context of the JCD China IT organization to support the business.

-Oversee IT Projects planning, development, and implementation. This includes ensuring integration and collaboration between local and regional/global IT teams for effective service delivery.

-Provide leadership in identifying and resolving issues as they occur. Utilize organizational change management concepts and methods in the implementation of IT services to address business needs.

-Challenge, evaluate, recommend and implement IT solutions to enable or improve business functions.

-Ensure standard project management methodology and supporting tools are being used to manage resources, complete projects on schedule and meet the project objectives.

-Oversee the operations of both business applications and infrastructure services. This includes ensuring integration and collaboration between local and regional/global IT teams for effective service support.

-Ensure operations comply with global IT policies, including Computer Systems Quality (CSQ)/Security/Privacy policies etc.

-Ensure the development and maintenance of local IT policies when necessary.

-Negotiate service levels and specifications with business management and suppliers (both internal and external) to meet business needs.

-Ensure that all IT assets are effectively and efficiency managed to support the business needs.

-Direct financial planning, management and control supporting the I.T. investments in the business.

-Work with business leadership to conduct effective budgetary planning for business program.

-Manage headcount, CAPEX and OPEX within plan and/or forecast.

-Track and report of financial/business IT performance to the business.



Requirements:

- At least Bachelor degree in computer science or IT management;

- Prefer to have overseas studying and working background;

- 5 years senior IT management working experience;

-Excellent written and spoken English skills
