Position Overview
The JV EHS manager directs the implementation and maintenance of a comprehensive environmental, health and safety compliance system. The position provides leadership and technical expertise to meet Wynca and Momentive Corporate expectations in environmental, health and safety management system. The JV EHS manager will also drive site EHS performance improvement per global expectations and also manage site EHS engineers to achieve JV and Momentive company goals and objectives.

Job Responsibilities

1) Regulatory Compliance

§ Ensure JV is in compliance with applicable environmental, health and safety regulations and permit conditions
§ Ensure JV EHS recordkeeping and ensure timely submission of periodic reports to regulatory agencies
§ Lead emergency response activities and drills for fires/explosions, chemical spills and releases
§ Support and review site emergency programs (e.g., facilitate drills)
§ Lead air/water emission improvement programs and solid/ hazardous waste programs

2) Operational EHS Management

§ Lead regular safety meetings and
§ Lead Process Safety Management (PSM) Program
§ Prioritize major hazards and risks at the site, and ensure actions are taken to mitigate or eliminate risks
§ Lead incident investigations and participate in management review for all incidents
§ Lead, coordinate, and participate in EH&S performance improvement initiatives
§ Participates in annual budget development process with JV leadership team to set EHS budget

3) Auditing & Management Systems

§ Lead self-audits and coordinate external EHS audits conducted at the site, and drive JV operations management team to close audit findings
§ Achieve ISO-14001 and OHSAS-18001 certification as necessary
§ Support community outreach as required

4) Training

§ Develop and review JV EHS training program and metrics
§ Ensure JV associates to achieve 100% regulatory trainings

5) Leadership & Capability Building

§ Conduct regular reviews with JV leadership and prioritize EHS issues
§ Act as an interface between parent companies & JV

Minimum Qualifications 职位要求

§ BS degree or above in engineering, chemistry, safety, environmental or occupational health sciences or equivalent combination of training & experience
§ At least 8 years experience in the environmental, health, & safety management field
§ Must be familiar with local EHS regulations
§ Should possess strong leadership, training, problem solving, influencing and decision making skills
§ Must have excellent interpersonal skills and the ability to work effectively with all levels of the organization
§ Should have strong oral and written communication skills in English and the local language
§ China national certified safety engineer (国家注册安全工程师).
Having working experience in multi-national chemical company as a plus
