II. Job Scope
Job Purpose
To assist Head of HR to set up the C&B shared service, in reviewing, developing / revising and implementing C&B strategies, salary band and pay structures, policies, practices and procedures regarding rewards and recognition, and advice departments on C&B policy issues. To lead the China C&B team to operate payroll and C&B administration timely and accurately, in compliance with China Employment Ordinance as well as the company’s HR policies and procedures.

Major Accountabilities
1. C&B Policies and Procedures
Assist Head of HR in developing and implementing C&B policies and procedures, e.g. propose action plans for implementing and communicating C&B policies and procedures, tax or legal advisors for the development / revision of C&B policies, etc.
Work with the C&B Team of plants to ensure smooth implementation of local C&B policies and procedures, e.g. insurance schemes, leave policy, employment contract templates, etc.
2. Employment cost budget
Deploy the employment cost budget throughout the group. Monthly review and analyze on the employment cost, monitor and control the key targets.
3. Employment Records and Reports
Maintain employment records in the HRIS and management reports to facilitate C&B administration and management decisions, e.g. prepare reports on headcount, payroll, sales incentive, leave, working hours, personnel expenses, attendance, roster, etc.
4. Compensation Administration
Manage compensation administration to ensure accurate and timely operations, e.g. manage the team to ensure on-time salary payment, monitor the process of salary tax administration and ensure Tax Returns are returned to the companies as scheduled, guide the team to handle salary review data administration, etc.
5. Benefits Administration
Manage benefits administration to ensure quality, e.g. manage staff-related insurance administration, check and verify rental refund for managers, lead the team to ensure accurate articulation of commission entitlement, etc.
6. Compliance of Salary and Benefits Administration
Ensure compliance of salary and benefits administration practices with local employment-related ordinances, e.g. manage the team to ensure compliance of salary calculation to local law, ensure all termination cases follow company disciplinary policies, attend auditor meetings and answer enquiries, etc.
7. Expatriates Management
Ensure expatriates administration tasks such as housing, visa application / extension / cancellation, relocation support, home leaving is managed timely with quality.
8. Budget
Develop / revise and implement the employment cost budget tasks accurately, efficiently and within deadline. Monitor the payments within the budget.
9. C&B Surveys
Plan, organize and execute C&B surveys for proposing C&B policies, salary review etc. E.g. conduct benchmarking, compensation market researches and market comparison; verify company database by participating in external C&B surveys; evaluate the effectiveness of internal and external surveys, etc.
10. Team Management
Manage the teams to ensure operation efficiency and quality, e.g. train and coach team members, provide development opportunities to team members.
11. Others
Perform other duties as assigned by Management


III. Job Requirements
Preferred Education & Qualifications
- Education level: Bachelor degree or above
- Subject of Studies: Business Administration, Human Resources Management preferred

Expected Experiences
- 5+ years relevant C&B shared service experience with 3 years management experience, chemical industry background is preferred.
- Solid experience in job analysis, job evaluation, salary band design and implementation in manufacturing industry.
- Strong practice in C&B policies, process and projects with excellent understanding on employment law and arbitration law.
- Key user as popular HRIS
