Job Summary:
组织安排公司的日常采购工作，解决短期的生产需求，协助上级领导安排长期的采购目标和战略
Organization and arrangement for the company's daily work of purchasing， to ravel out the short-term production needs, and to assist superiors to arrange long-term procurement goal and strategies
Key/Primary Responsibilities:
1. 负责采购非库存材料，固定资产投资，服务和商品全球采购战略，目标和成果。并在这样的运作获得最佳成本和支付条款。
Be Responsible for purchasing of non-inventory materials, CAPEX, service and commodities in line with our purchasing strategies, goals & outcomes. This should be carried out in such a manner that optimum costs and payment terms are obtained.
2. 监查支付过程控制和优化，教练和培训新采购跟进流程
To monitor payment process control and optimization, coach and train the new purchaser to follow up the process.
3. 与跨职能团队的密切合作，以确定的标准化项目，并实现全年的直接和间接采购节能目标
Work closely with cross-functional teams to identify the standardization projects and achieve annual directly and indirect purchasing saving target.
4. 负责合同谈判和采购，有效地满足我们的需求
Be responsible for contract negotiation and sourcing effectively to meet our requirement.
5. 领先供应商的资格和评估过程，通过加强供应商管理,满足ISO对供应商等级分类，追踪，部门文件管理等要求
Enhance supplier management via leading the supplier qualification and assessment process,to meet the ISO standard of supplier and documents controlling
6. 商品材料供应商分析，了解成本动因，成本模型，原料市场形势
Commodity material supplier analysis, understand cost driver, cost modeling, and feedstock market situation
7. 与计划及QC的密切合作，以确保平稳供应和支持的质量投诉和交付问题
Work closely with Planning & IQC to ensure smooth supply and support quality complaint and delivery issues
8. 负责监督原材料的采购订单，价格谈判，确保交期等问题，若供应商不能满足交期过过期不交，采购经理有责任跟踪并完成交单任务
As purchasing manager is also in chager of checking purchasing order or agreement, be able to negotiate with our supplier about the on time lead time and price issue, be able to arrange his work and follow up his/herself if it is necessary.
9. 有能力做出采购决定并定期的汇报给运营总监，常规周报及月报，特殊问题要通知等等
Be able to make decision and report to Operation Director about the relative issue and update, incl. weekly report and monthly report
10. 上级领导交给的其他任务

Candidate Profile
Professional Experience:
1. 有5年以上的采购经验
At least 5 years experience in procurement environment
2. 了解Microsoft Dynamics NAV
Familiar with Microsoft Dynamics NAV
3. 熟悉机械零件、电器、仪表，有良好的钣金件的知识或经验
Be familiar with the parts for mechanical, electrical and instrument. Have good experience or knowledge of metal parts
Personal Qualifications:
Skills
