REPORTS TO: Head ICT International Region and ICT Business Development, Head AG China, Far East & Japan
I. POSITION PURPOSE:
This role is expected to evolve over the next 2 4 years as growth especially in China is realized. Initial focus is the preparation and deployment according to the China ICT roadmap, implemented through coordination with the regional and global teams. In parallel strengthening and building up of an ICT team will occur.
§ Responsible for delivery of ICT services within China
· Provides oversight to ICT operations and initiatives in China
· Represents ICT across multiple functions / groups in an account manager type of role.
· Acts as representative to customers in the business to provide, procuring those services according to global, regional and local policies and standards.
· Acts as representative to customers in the business to provide application services.
§ Aligns sub needs with Corporate, and Regional goals.
§ Works individually and in cooperation with global areas to create ICT budget for China and manages operations against that budget.
§ Works with the ICT team of the International Regional and China business leadership to develop ICT roadmaps and funding thereto.
II. Major Accoutability Key Measurement
· Participation in functional and regional roadmap activities, implementation of solutions per roadmap · Cooperation with ICT Leadership team, alignment of business leadership to the plans.
· ICT Budgets and ICT Capital Plans for site · Performs within defined variance to Budget/Forecast meets timelines for submission of ICT Budget/Forecast.
· Procurement of infrastructure services on behalf of users / customers in the region, working through global infrastructure area. · Delivery of infrastructure services within budget and per agreed plans
· Delivery of ICT applications services / projects · Works through own staff and other areas to provide applications and applications services per budget and agreed upon plans
· Creates and maintains collaborative relationships · General Manager and his business team
· Guarantee Compliance · Responsible for compliance within the sub region including security and controls related measures
III. FUNCTIONAL KNOWLEDGE:
General knowledge of technology that supports manufacturing and commercial processes. Including:
· Manufacturing processes and applications (deep knowledge)
· Financial processes and applications (general knowledge)
· Commercial processes and applications (general knowledge)
· Infrastructure (LAN/WAN, telecom, infrastructure applications) general knowledge
Requisite knowledge and communication skills to work with plant leadership on planning, budgeting, prioritization and alignment to overall architecture.
Project management knowledge / experience
IV. BUSINESS EXPERTISE:
Knowledge of manufacturing and manufacturing processes
Six Sigma, Lean Manufacturing
Understanding of the all aspects of the site business to include all departments and how IT departmental performance affects site performance.
General business understanding around manufacturing, distribution, commercials and financials
Can develop budgets for IT operations and track progress of actuals including explaining variances and developing action plans as needed
V. LEADERSHIP/PEOPLE MANAGEMENT:
Manages ICT staff employees and contractors.
Responsible for establishing staff goals/objectives and performance appraisals and compensation.
Budget responsibility for staff and other ICT expenses.
VI. PROBLEM SOLVING:
Analytical thought and experience needed to resolve issues in a variety of complex situations.
Must evaluate issues using multiple sources of information.
VII. NATURE OF IMPACT
Key point of contact from ICT for China for aligning strategic projects, application roadmap, infrastructure objectives, ICT policies, processes and governance.
Responsible for all aspects of ICT for China. This includes development, implementation and operational responsibility for all ICT systems and applications that control/enable daily operations, financial systems and other systems in use within the sub region. These systems have a direct impact on plant productivity, costs and profitability.
Serves as subject matter expert for the sub region on ICT issues.
Accountable for ICT budget for the country.
Sets and/or manages policies for department within the country.
VIII. AREA OF IMPACT:
Interacts with other leaders in China
Supports start up activities in a strategic country for CNH
Directly effects ramp up time for China
IX. INTERPERSONAL SKILLS:
Requires ability to influence upwards as well as other leadership at the plants and site offices.
Communicates with employees at all levels of the site organization both within ICT and outside of ICT.
Ongoing communication with regional and corporate ICT staff.
Requires oral and written communication of complex and detailed information.
Requires team building and collaboration skills.
X. QUALIFICATIONS AND EXPERIENCE :
Mandarin as first language; Multi Lingual; fluent English (verbal and written) is required
BS or higher in Information Technology, Manufacturing Operations, Engineering, Product Development or related field.
Minimum six to ten years experience in IT, manufacturing, Engineering, Agriculture, or related field including leadership experience
Experience implementing systems to support manufacturing operations.
Experience with a variety of hardware and software products.
