The Purpose of this Job
Support the RTO Manager in the preparation and the execution of commissioning of a process plant assuming entire responsibility for the completion of the implementation in conformance with DSM DNP requirements and SHE&Q standards.
Acquire the required knowledge (technical and chemical) from the RTO manager in order to be able to receive the plant once it is fully operational (after a pre-defined period) and to efficiently run the plant as the Plant Manager.


The Challenge
1) Ensure compliance with all DSM SHE & Q policy, requirements and regulatory
2) Support the delivery of a full operational (proven right quality products, capacity, yield, energy consumption,) plant according to agreed schedule. Plant facility must comply with all DSM requirements, Functional Excellence Operations and other relevant requirements and best practices.
3) Support the project activities and SHE results from the start of commissioning period until turnover to operations.
4) Support the RTO manager to manage the expectations / perceptions of both RTO and project team. RTO manager is representative from manufacturing to guarantee a safe and smooth operability of the new equipments.
5) Support the control of the RTO budget.
6) Support the activities leading to acceptance of the project by Production Owner (Pre Start up Safety Review (PSSR)).
7) Participate to the cold commissioning: Prove operation of the plant as defined by the detailed design specifications It is optional to do this with water
8) Participate to the hot commissioning: Prove operation of the plant as defined by the detailed design specifications with steam and selected chemicals
9) Support the Operational Qualification (OQ) to ensure that the installed manufacturing equipments perform as tended with inert media (e.g. water, air, placebo) throughout the operating ranges.
10) Support the Performance Guarantee Runs are executed in order to demonstrate that the installed equipment and resulting facilities will meet the specifications as described in the BNM
11) Support the RTO Manager to prepare and execute the start up of the facility in accordance with the ‘Operate Plant – Start up’ work process and the RtO plan. Typical for start-up is the initiation of the chemical reaction.
12) The Ready to Operate Plan (RtO) includes:
? Scheduling and development of SOPs
? Training
? start up plans
? safety reviews
? documentation
13) Support the RTO Manager to establish project philosophies for commissioning and start-up. e.g. Define the milestone (different handover moments) to be recognized in a project.
14) As a member of the project team provide assistance in case of strategically decisions or risk assessment issues.
15) As a Chinese speaker, strongly contribute to the selection of future staff, in full alignment with the RTO Manager. Manage, coach and develop staff, in line with DSM values and HR requirements and procedures.
16) As a Chinese speaker, responsible for preparation, organization, coordination and execution of training for all employees involved in the project, in full alignment with the RTO Manager.
17) Support to establish a detailed assessment of the work involved in the individual group as well as discipline, with respect to the commissioning start-up and support to assess the available resources and possible constraints in the execution. Coordinate with other departments to resolve interface problems.
18) Accountable to acquire the required in-depth knowledge from the relevant people and organization about the process to become the Plant Manager.

The Ideal
1. Education: Polytechnic degree or University degree in Chemistry or Chemical Engineering or equivalent.
2. In-depth knowledge of business processes to cover all the identified areas of RTO activities.
? Manufacturing: Manufacturing Excellence, GMP, KPI’s
? Supply chain: KPI’S, SAP is a plus
? Financial: SAP is plus
3. In depth knowledge and hands on experience with relevant DSM SHE requirements. (safety training), Q regulation
4. Ability to quantify and measure performance.
5. Knowledge of improvement and change management.
6. Good interpersonal skills
