Responsibilities:


The successful candidate will provide regulatory support to Shell’s upstream business units operating in Canada.

Building on the largest Canadian base among international integrated oil companies,Shell is pushing deeper into Canada,and Canadian projects are publicly predicted to absorb 10 to 15 percent or more of the company’s global capital budget in coming years,not including acquisitions.

Shell is highly motivated to bolster reserves in Canada for export to global markets – a strategic vision anchored by vital partnerships with Asian companies.

Upstream America’s Regulatory team in Canada is central to this strategy and provides competitive advantage to Shell by managing delivery of approximately one thousand licenses per year,ranging from routine permits to drill a single well requiring only a few days to approve,to far more complex applications that can involve several years effort and extensive public hearings.
The team’s scope includes licensing to support Shell Canada’s growth projects across several provinces including:
Onshore development and production of gas and oil;
Heavy Oil in situ and cold production;
Exploration including deepwater, unconventional liquid rich shale, unconventional gas, and sour gas plays in Canada;
Commercial projects including gas monetization projects and LNG.
Responsibilities will be as follows:
Initiate and/or coordinate application inputs, prepare, execute and register unique and complex regulatory applications filed with various Canadian regulators.
Ensure the filing of applications is compliant with all regulatory requirements.
Develop and deliver regulatory strategies, timing and schedules for all projects.
Research, interpret and deliver factual information relative to regulatory requirements, policies and procedures to all Canadian assets.
Identify and resolve issues within discipline, recognizing when additional internal or external guidance is required.
Represent Shell at agencies meetings and facilitate discussions between Shell staff and regulator personnel.
Maintaining and cultivating a relationship of trust with regulatory agencies.
Establishing and maintaining Shell’s reputation as an industry leader on safety, the environment, compliance, transparency, and technical excellence.
The continuous effort to consult, coach, and mentor Shell stakeholders on regulatory matters in an era of rapid change in the regulatory environment.
Provide timely response to inquiries from both internal and external stakeholders.
Act as focal point and subject matter expert on regulatory requirements.
Create and maintain proper records.

Requirements:

Must have legal authorization to work in Canada on a full-time basis for anyone other than current employer.
Minimum requirements are a Bachelor Degree or related technical diploma with 5+ years of experience in a related field in Canada.
Ability to work well with people at all levels in the organization and government agencies.
Strong organizational skills and attention to detail.
Strong interpersonal and communication skills, as engaging with internal and external stakeholders will be required.
Experience with oil and gas regulatory, permitting and compliance requirements in Canada.
