Responsibilities:
Shell has exciting LNG plans in Canada with a strong linkage to the development and growth plans of Shell’s natural gas developments in Canada. LNG is a key component of Shell’s strategy to expand the market and achieve increased value for Canadian natural gas. The plan includes a fully integrated pipeline and terminal on the West Coast of BC.
The project is technically complex, and requires significant effort related to environmental performance management, regulatory strategies, and regulatory approval work in order for it to succeed. Overall scope of the project is over $10 Billion.
This job posting covers multiple positions including both Environment and Regulatory coordination roles at senior levels who will be added to the existing team supporting the project. The primary responsibility of these roles is to ensure that the objectives of Shell’s Canada LNG project are met through an effective interface with technical design teams and a proactive regulatory liaison effort around regulatory strategies, regulatory approval plans and environmental impact management.
Responsibilities of the Senior Environment and Regulatory Specialist roles can include any of the items below, as well as others as assigned to support the project. Specific accountabilities will be balanced across a team of 3-5 specialists supporting the project.
· Liaise with the Provincial, Federal and Municipal Authorities to establish regulatory requirements as it relates to applications, approvals and permits for the project, and day to day interface with the regulatory agencies to clarify requirements, establish regulatory schedules, follow up on questions from regulators, etc.
· Project manage and ensure delivery of key aspects of project planning and approvals including: working with regulatory authorities to define the approval process for the project, delivery of regulatory approvals and permits for the project, management and delivery of the environmental assessment work for the project, identifying appropriate environmental performance criteria and mitigations for the project, interfacing with neighboring industrial facility projects, as well as coordination of information and writing of sections for applications, and information responses to regulators and stakeholders.
· Obtain ancillary approvals and permits necessary for an orderly progression of project execution.
· Support Public Consultation in preparing public disclosure documents and public notices. Liaise with regulators to insure that public noticing is coordinated.
· Support Public Consultation in managing stakeholder requirements for information.
Requirements:
Position Requirements:
· Strong project management and coordination skills and experience in working with multi-discipline teams.
· Strong communication and interpersonal skills. Experience in dealing with external parties (government, NGO’s, industry) and the public.
· Self-starter; works well in team environments and under pressure.
· Knowledge of regulatory approvals process, environmental assessments and stakeholder engagement in BC / Canada.
· Should have an engineering or environmental degree (BSc. equivalent) with experience in the oil and gas industry, a mining or petroleum industry background.
· Have demonstrated ability to prepare project schedules and coordinate activities to meet project schedules within tight timelines.
· Must be able to easily understand and synthesize technical information related to a variety of technical discipline.
· As well, the successful applicant will need to be a team player, who is able to work with others toward a common goal, in an open and transparent way.
Special challenges:
· Managing multiple activities and tasks as well as conflicting demands while ensuring delivery of agreed to priorities and deadlines.
· Ensuring integrated decision-making by the development team for execution and integration of SD elements in the Canada LNG project.
· Develop and maintain productive and positive relationships with government agencies.
· Ensure regulatory requirements are initially met avoiding the need for large supplementary information requests.
· Expert communicator, able to distill and communicate complex messages or strategies to project managers, team leads, and regulators.
· The successful candidate must have the ability to think strategically rather than tactically and facilitate strategic advice to the venture leads at early stages of project development.
· Must be able to provide robust business and financial context to the functional recommendations.
· Able to understand the design of the matrix support organization and work within the boundaries to provide seamless support to the businesses in concert with other support functions.
