Principal Activities

- 开展和组织项目现场HSSE检查和监督
Organize and conduct the site HSSE inspection and supervision.

- 组织开展项目承包商进入赛科施工前的预动员会议，让承包商充分的了解赛科的HSSE要求，使承包商做好HSSE的各项准备工作，符合要求后才开始施工。
Organize and hold the pre-mobilization meeting before the contractors come to SECCO construction site, allowing the contractors to thoroughly understand SECCO HSSE requirements, making it impossible for them to make good preparations for HSSE, construction can only start after all the requirements are satisfied.

- 协助并参与项目部的PHSSER审核，审核过程中提出HSSE建议，并跟踪HSSE行动项的关闭情况。
Coordinate and participate in PHSSER audit, raise HSSE suggestion and follow HSSE related actions.

- 协助并参与项目承包商的选择，针对不同的项目，负责制订承包商的HSSE要求，并作为合同的附件。
Assist with and take part in selection of the project contractors, being responsible to develop the HSSE requirements of the contractors, which should be considered as the contract appendix, according to various projects.

- 负责协调项目承包商的HSSE培训、门警卡的办理、承包商的沟通等工作。
Be responsible for coordination with the project contractors’ training, access card handling and communicating with the contractors and etc.

- 对施工现场的安全业绩进行统计公布。
Statistic & analysis the safety performance of the construction site.

- 协调安全、环保、消防、职业卫生等各专业人员参加项目收尾阶段的“三查四定”检查，并提出建议。
Coordinate the safety, environmental protection, fire control, occupational health and etc personnel with participation in the “3C4F” inspections, raising the suggestions.

- 执行项目实施过程中的HSSE计划，对计划实施情况进行跟踪和调整；以及动员，培训，监督，审计，分析 工作；
Establish the HSSE plan during implementation of the project, tracking and adjusting the plan according to its execution situations; being responsible for the mobilizing, training, supervision, audit, analysing and other work;

- 对承包商提出HSSE要求，作为承包商合同的附件，对承包商进入现场前进行预动员，施工过程中落实足够的HSSE人员对现场不安全行为进行监督管理，对违规情况进行统计分析，供管理层和项目相关人员提供现场HSSE状况，对现场不安全行为做出管理决策。
Raise the HSSE requirements, which are contract appendix, for the contractors to follow, carrying out pre-mobilization before the contractors come to the site, arrange enough HSSE workforce to find and manage the unsafe behaviours on site, generalize the analyse the violation situations for the management and relevant project personnel to understand HSSE situations on the site, make management decisions about the unsafe behaviours on site.

- 协助办理安全试生产备案资料的收集工作；
Coordinate to collect materials for safety pilot production and safety acceptance.

- 指导现场安全工程师的工作，加强团队建设，共同完成改造项目的HSSE监督管理工作，做到无事故、无伤害、无环境损失；
Guide site safety field personnel, work together for the project HSSE supervise and management to reach the expectations of No Incidents, No Harm to People and No damage to the environment to the Environment.

- 参加施工承包商的班前会和HSSE会议，及时落实SECCO的HSSE要求
Attend contractors shift meeting and HSSE meeting, carry out SECCO HSSE requirements. Organize, manage and lead safety learning events e.g toolbox talks, safety stand down etc

- 项目HSSE现场经理将对项目HSSE工程师提供指导和支持
Project HSSE Site Manager will provide coaching / support to the Project HSSE Engineer

学历/经验/技能要求
EXPERIENCE/SKILL REQUIREMENT

- 教育背景：理工科背景（工程学，化学，职业卫生，环境和安全），大学本科及以上或相当的经验。
Education Background: Degree level qualification in a technical discipline (engineering, chemistry, occupational health, environment & safety); University

- 较好的人际交往能力，影响力和领导力。较好的书写和口头交流能力；在压力工作环境中可以合理安排工作并达到理想的工作业绩。
Well ability to work with others with strong inter-personal, influencing and leadership skills as well as strong written, verbal, and communications skills; An ability to manage work priorities to deliver real performance improvements in a busy and demanding work environment.

- 具有5年以上项目、装置HSSE管理经验，担任过大型工程项目的HSSE工程师。
Relevant Working Experience: Requires minimum 5 years’ experience in Project/Plant HSSE and/or related operations with a project management background, including an established background at HSSE, operations and people. Active practitioner as HSSE manager in major project. Experience in cooperating with various functions, multi-disciplined task forces for special studies, projects and production so that HSSE plan can be facilitated through the line management;

- 具有团队合作精神。
Team work consciousness.

- 英语阅读，书写能力。熟练使用办公室软件。
Good English reading and written skills. Familiar with Office software.
