职责综述
Summary of duties
为了保证公司生产经营的正常运行,满足公司发展的人力资源管理需求,根据公司的发展战略和国家有关的法律法规,协助人力资源部长做好公司的人力资源战略规划,做好公司的组织管理、岗位管理、招聘管理、绩效管理和员工关系管理工作。
In order to ensure the normal proceedings of company’s production operation, and to meet the company's human resources management needs, according to the company's development strategy and relevant national laws and regulations, support Human Resources director to make the strategic planning, managements of the organization, posts, recruitment, performance and staff relations.
任职资格要求the fourth part:qualification requirement

教育程度
educational status
大学本科及以上学历,人力资源管理或相关专业,流利的英语听说读写能力
Bachelor above degree, major in Human Resource Management or related, fluent English.
相关工作经验
relevant work experience
从事5年及以上大,中型合资企业或者外资企业人力资源管理工作经验,2年及以上团队管理经验
5 years above management experience of human resource in big and medium-sized joint ventures or foreign companies, 2 years above team management experience
专业知识要求
expertise requests
熟练运用人力资源管理知识,熟悉国家及地方有关劳动与人事管理的相关法律法规,熟悉公司生产经营过程,了解制造型企业管理相关知识
Proficiently use the knowledge of human resource management, be familiar with the national and local labor and related laws and regulations related to personnel management; familiar with the process of company’s production management; understand the related knowledge of the manufacturing Corporate.

1. 制度与规划
Rules and plans
收集内外部信息,编制公司人力资源战略与规划,批准后执行internal and external information gathering, formulate human resources strategy and planning, implement it after approval
收集内外部信息,编制人力资源管理政策、制度和流程
internal and external information gathering, formulate human resources management policies, rules and processes
编制年度人力资源计划,批准后执行。Make the annual human resource plan, implement it after approval
2. .组织管理
Organization management
根据总部各单位的组织信息,编制组织机构设置或调整方案初步框架。Make the organization structure or adjust the proposed frame according to the organization information of HQ each department

收集内外部信息,沟通、起草、修改管理制度。Gather internal and external information, communicating, drafting and modifying the management regulations
3. 岗位管理
Post management
评估岗位需求Assess the post demands
编制岗位设置需求评估报告Make the assessment report for the demanding posts
根据审批意见和岗位设置需求评估报告调整组织机构,确定岗位编制Adjust the organization structure and fix the post setting according to the review comments and assessment report for the demanding posts

4. 绩效管理
Performance check management
制定绩效考核管理制度。Set up the performance check management regulations
根据公司年度工作重点任务及部门职责,组织公司绩效考核体系的建立和管理工作
Organize to establish the performance check system and management according to the company’s annual key tasks and department functions.
沟通、修订、优化工资调整、奖金分配、员工晋升等方案 Communicate, amend, optimize the proposals regarding of salary adjustment, bonus allocation, promotion etc.
5. 招聘管理
Recuritment management 收集外部人才信息包括行业发展情况,区域人力资源市场状况等;Collect the information of external talents including the development of this industry, market conditions for original human resource
收集内部信息包括公司战略、年度业务重点、各部门未来5年人员需求计划Gather the internal information including company strategies, annual focus operations, talents demanding plan in 5 years for each department
管理招聘渠道,编制招聘方案和招聘计划,组织实施公司人员内外部招聘; Manage the recruitment channel, make the recruiting proposal and plan, organize the internal and external recruitment
规划人力资源总量及结构配比.Plan the gross of human resource and structural proportion
6.部门内部管理
Deparment internal management
负责协助部长部门费用的管理Support director with the management of the department budget work
负责开展本部门岗位、招聘、绩效管理等管理工作 responsible for the conduct of managements for posts, recruitment and performance,

遵循国家和政府有关劳动、人事、教育培训、企业标准、民事诉讼、环境保护、职业健康安全等方面的法律法规及其他要求Obey law, regulations and other requirements enacted by state and governments in the respect of labor, personnel, education and training, filing, enterprises standards, factory regulations, civil laws, transportation, environmental protection, occupational health and safety
负责本业务范围的质量、环境、职业健康安全管理工作 Be responsible for the environment and occupational health and safety management work within the operation scope
