职位描述
1. Purpose of the position
(1) Execute purchasing transactions, in such a way that products and services are delivered in time and within the specified (commercial and technical) conditions. Monitors the operational purchasing process and initiates optimization opportunities
(2) Execute contract implementation as to maximize contract compliance, improve supplier performance and provide input to future sourcing initiatives.
(3) To secure data gathering and analysis on internal purchasing status, supply markets, competition and trade environment, as input to Category Strategy development.
2. Position content
a) Key areas of accountability/responsibility
Order, Contract Management/follow-up:
1. Ordering and follow up
l Convert requisition to purchase order using appropriate contract after checking completeness and include correct E-calssification (if any; if no contract in place SPOT BUY-requires specific rules on sourcing).
l Ensure purchase order status and expected reception.
l Ensure supplier invoices can be matched by Accounts Payable and paid.
l Resolve blocked invoices issues
l Advices, coordinates and supports the purchase of goods and/or services within his/her area
l Handles supplier complaints
2. Contract Administration role:
l Responsible for timely, correctly and completely recording, registration and filing of all purchasing contracts for his/her sourcing related spend in such a way that insight can be obtained into the related outstanding Purchasing commitments and in the contract usage.
Spend Data Analysis
3. Timely perform internal analyses on spend, work processes (TCO)and customer needs(quantity and quality).
Supplier assessments, negotiation implementation, support Hub Manager/Category Manager in the project.
l Provide analysis and support during the supplier screening and selection process.
l Collect and analyze supplier information (RFI)
l Develop consolidated overview of all suppliers proposals (via RFP) and score supplier responses
l Provide input to the fact based negotiation package
l Support activities of the Cross Functional Team.
Suppliers performance/relationship management
4. Develop and manage relationship/partnership with suppliers and track their performance, (incl. complaint handing)
Continuously track supplier performance in accordance with Supplier Development Program.
Consolidate findings of supplier performance and report to Category manager/Hub Manager as input for the cross-functional review meetings with the suppliers.
Implement supplier development activities as defined in the (cross-functional) review meetings with suppliers in order to improve performance and further reduce cost
Continuously assess opportunities and implement actions defined by the Category manager/Hub Manager to improve supplier performance
Track pro-actively cost saving programs with suppliers

To ensure compliance within contract conditions
On-site implementation of contract
3. Complexity of the position
l Knowing and understanding large group of diverse (level) internal customers/contracts and external (suppliers)
l High variety of categories to gain (expert) knowledge.
l Deep understanding of internal customers and local practices to enable professional order/contract implementation.
l Span of activities/contacts (multiple BG-SG/multiple cultures (Corporate&service units), mostly regional (and global))
l Contract implementation, contributing to value realization, streamlining and optimizing the purchasing processes.
l Convert market data/information into measurable added value (e.g. security of supply, savings) to serve category and/or Hub.
l The diversity of businesses, stakeholders, markets, regions, cultures, distances and level of development in Purchasing, requires a centrally driven, but regional supportive approach.
4. Knowledge and educational level
Knowledge:
l Knowledge of supply chain concepts (TCO).
l Knowledge of purchasing processes (sourcing and operational) in business-to-business context.
l Knowledge of the market research/business intelligence workflow.
l Recognized qualification in Purchasing (e.g. NEVI)
Education:
l Bachelor in business administration, commerce, engineering or other relevant discipline.
5. Required level of experiences
l Preferably category knowledge.
l Purchasing processes (sourcing and operational) in business-to-business context
l Good understanding and knowledge of region business needs
l Systems (SAP/ERP/Windows applications)
l Proven analytical skill and ability is essential
l Fluent English both in written and oral
