Job Title: Regional Buyer (China)
Location: Beijing
Salary Band: Competitive salary + benefits
Matrix Reportig : CBRE Regional FM, Global Sourcing Lead (Account) and APAC Sourcing Lead (Central).
China region comprises
Spend under management circa : ?3m Euros
Space under management circa : 142,000 sqm
Currently Agent with aim to move to Principal Service delivery

JOB SUMMARY
Lead or support the sourcing of Facility Management on behalf of both CBRE and our clients in region. Provide sourcing, commercial, and contractual expertise to China region. Role includes developing and presenting China plans and drafting business case, sourcing documents including pre-qualification, tender materials, analysis of bids and preparation of recommendations and contracts that provide protection for both our clients and CBRE.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
? Procurement of FM Services including but not limited to:
o Janitorial services
o Hard M&E
o Catering
o Mail
o Etc
? Commercial /contractual support to the FM business (Supplier Mgt.)
? Systematically review required services in collaboration with local CBRE FMs and clients.
? Prequalification and selection of ‘best-in-class’ suppliers.
? Competitive tendering of services including bid document preparation and e-sourcing collaborating with local and global stakeholders.
? Negotiation and agreement of costs/fees, contract conditions and SLAs.
? Review of suppliers for central framework agreements in China.
? Assist with the standardization of contract forms for FM services contracts.
? Support creation and management of contracts database.
? Service level metric development and analysis.
? Reporting and compliance data into central systems.
? Assist local FMs deliver services and keep contracts current and utilize performance.
QUALIFICATIONS

? Professional procurement qualification, e.g. MCIPS, UK Chartered Institute of Purchasing and Supply, National Association of Purchasing Management (NAPM), or another recognized industry qualification required
EDUCATION and EXPERIENCE
? “Hard and Soft” FM Services across region
? Client or Service provider experience in Corporate real Estate Environments
? “Hands-on” purchasing experience within China FM industry
? Minimum of 3-5 years direct FM sourcing industry in China
? IT Skills (see essential below)
? Supplier Management of outsourced FNM services
COMMUNICATION SKILLS
? Excellent written & spoke English
? Excellent Supplier management / negotiation skills
