1. Summary
Vendor Quality Surveillance (VQS) ensures that material/equipment meets the quality requirements as specified by the engineer and the process commences at purchase order award until appropriate releases have been done to enable delivery. VQS primarily interfaces with engineering and expediting (other than normal internal procurement interfaces).
An intimate knowledge of applicable codes and standards and a capability to ensure compliance with all applicable requirements is of the essence.
The Quality Engineer is concerned with the coordination function between all internal disciplines as well as client and vendor representatives. Well developed planning skills and strong interpersonal skills is required and the Quality Engineer should be a coordinator for VQS process and suitably experienced and qualified to perform physical inspections when required.
2. Key Responsibilities

? Review, identify and summarise technical requirements for inspection assignment;
? Review vendor quality documents, test procedures, quality plan, ITP, WPS/PQR, etc. for compliance with technical requirements;
? Maintain regular contact with HATCH Project team, client representatives, manufacturer quality representatives, Hatch Senior Inspector;
? Participate in pre-qualification of vendors, suppliers and contractors, communication meetings, mentoring of senior inspectors and inspectors, selection of third party inspection authorities, vendor quality alignment meetings, prepare and issue reports, manufacturing data record (MDR) reviewing;
? Monitor the QC process being applied and ensure Hatch inspection team are conversant with international & local standards, technical specifications, manufacture process, vendor quality control process, quality control inspection techniques, vendor ITP, PQR, WPS and PWHT etc.
? Participate in other quality management activities as required by the VQS Manager;
? Perform additional tasks within your capability, as required to enhance and/or support Hatch China and their clients.
? Investigation quality incidents and recommend and/or implement improvements.
? Participate in quality audits to ensure Hatch compliance to standards and identify opportunities for continuous improvement.

3. Qualifications and Experience
Essential
? Bi-lingual capability (English/Mandarin), verbal and written;
? Must have demonstrated experience and knowledge of welding, fabrication methods and techniques;
? Must have demonstrated knowledge of Non Destructive Testing and Inspection techniques and methods;
? Identifying inspection, test and validation requirements from technical documents;
? Preparation or review for compliance Quality Plans, ITP, WPS PQRS PWHT hydrostatic testing etc.
? Working on more than one project at any one time;
? Working with Ferrous and non-ferrous materials;
? Must have a client focused can do attitude;
? Communicate at all levels within an organization;
? Identify different materials and methods used to confirm material composition;
? Extract quality requirements from technical specifications/documents;
? Extract quality requirements from Local and International Standards;
? Extract quality requirements from Fabrication Drawings;
? Work unsupervised;
? Read design and detailed drawings.
Preferred
? Experience in:
Castings and foundry industry
Equipment manufacture and supply
Experience and knowledge in the Industrial Protective Coating Industry and/or experience in QC methods and testing for protective coatings
Mechanical inspection and Testing methods
? Ability to:
Communicate in more languages than English and Mandarin.
Learn as well as teach others.
Lead by example
? ISO lead auditor or auditor experiences.
? Managerial training.
