工作概况：
- 在项目前期开发阶段，支持项目经理并提供造价预算，成本控制相关服务直到工程结算阶段。
- 必要时给美国项目提供造价预算，项目清单，成本预算等服务。
- 维护公司的成本信息数据库，包括市场价格和指数，大盘指数趋势等。
- 整理和更新成本信息数据，承包商与供应商名单，及其他项目信息。
- 直接汇报给造价部总监。
- 在中国的办公室接收在职培训。工作能力认可后，将有机会到美国接受在职培训。
任职责任：
- 在项目前期开发阶段，提供造价估算服务于项目经理和业主。在概念设计和原理图设计阶段，按设计文档提供工程造价估算服务。
- 在施工图设计阶段与招标阶段，按施工图设计的文件，提供明细的成本预算和工程量清单。在项目的不同阶段，审阅估算员的工程清单。确保所有清单项目都按照业主系统化的分类提供相关的工程量和清单。
- 审阅投标人的标书或预算，并给业主提供评估报告和咨询服务。
- 在施工阶段，提供项目成本控制服务于项目经理和工程师，即变更审核、现金流预测、进度付款审核与批复、合同和项目成本动态管理等相关服务。
- 审核总承包的工程结算，并提供议价的谈判咨询服务。
- 更新和维护内部的造价信息和数据库，包括建材价格，各市场指数的趋势，各类项目的成本参数（如写字楼，酒店，商业楼宇和工业厂房）等，以支持公司内部业务需求。
- 支持美国的项目，并参加美国同事的面对面会议、电话会议及电子邮件沟通。
基本要求：
- 应聘者最好已有超过五年的工作经验，曾有造价咨询公司、业主方或国内大型总承包商的工作经验。曾经管理过各类型的项目；如商业大楼、体育场馆、工业厂房、医疗保健大楼等将被优先考虑。
- 应聘者必须拥有本地或海外大学的Quantity Surveying，工程造价，建筑科技或相关专业本科的学历。尤其是拥有土建、结构和建筑背景的将被优先考虑。
- 工程知识：能够理解英语和汉语的施工文件。熟悉当地建筑市场的造价信息，如建材，设备和人工单价等。
- 必须能够独立思考与工作，并能提供高质量的报告与文件。
- 考获或拥有中国工程造价管理协会（CECA）造价师资质；或英国皇家特许测量师学会会员。
- 流利的英语口语及书面表达。
- 善于使用Microsoft Excel、Words、OST、鲁班、预算之星等预算及工程进度控制软件。

Mortenson China is a medium sized, boutique project and commercial management consultancy company. The head office is located in Pudong Shanghai, with a branch office in Beijing. We are currently servicing our clients’ projects in different location in China; namely Shanghai, Beijing, Changzhou, Nantong and Changsha. As part of our effort in expanding our business and our Commercial Management team; we would like to invite capable candidates to join our team.
Position Overview:
- Provide estimate work related support to Project Manager from Pre-development phase up to Final Account stage.
- Provide estimates, Bills of Quantities/ROM, and cost model for US projects when necessary.
- Maintain cost information database including market price and indices, market index trending etc.
- Track and updates cost information, vendor list and other project information.
- Report directly to Chief Estimator
- Receive on-the-job training in China office. When the work result is well recognized, the estimator will potentially receive an on-the-job training opportunity to U.S.
Position Responsibilities:
- Provide cost estimate services at pre-development phase to Project Manager and Owner. Prepare project cost estimate based on design development documents during conceptual design and schematic design stage.
- Prepare detailed cost estimate and BOQ based on construction documents during detail design stage and tendering stage. Review Bills of Quantities / ROM List with Junior Estimator at different stages of project. Ensure all items are systematically allocated into the right divisions according to Owner’s requirement.
- Review bidder’s bids submission or estimates; provide evaluation reports and consultancy advice to Owner.
- Provide project cost control related services to project manager and engineer at post contract stage, i.e. change order review, cash flow projection, progress payment review and recommendation, tracking contract and total project cost status etc.
- Review contractor’s final account statement and provide cost negotiation suggestions.
- Update and maintain cost information and database; including market price, various market index trending, cost index of various types of projects (office building, hotel, commercial buildings and industrial facility) etc. to support in house business needs.
- Communicate with U.S. colleagues in person, conference call and in email; to support US projects.
Qualifications:
- Preferably candidate with more than 5 years working experiences with QS Consultancy firms, Clients or with major General Contractors in China. Exposure to variety of project types namely commercial, entertainment, manufacturing, healthcare and etc.
- Candidate must be trained in Quantity Surveying, Cost Engineering, Building Technology or other related field from local China or oversea university. Major in Construction related profession, particularly in Civil & Structural background.
- Construction Knowledge: Capable of understanding construction documents both in English and Chinese. Familiar with cost information in local construction market, i.e. construction material, equipment and labor, etc.
- Must be able to work independently and produce high quality of work.
- Registered cost engineer or quantity surveyor with China Engineering Cost Association (CECA) or RICS is preferred.
- Language Proficiency: Fluent in English speaking and writing.
- Able to use Microsoft Excel, Words, OST, Luban, Glodon Estimate Software or other prevailing estimating and scheduling software.
- Good client facing and communication skills. With positive working ethics, motivation to learn, diligence and effective communication skills.
