职位描述

Job Title: Project Manager
Unit: Industrial function / Asia Pacific
Direct Supervisor: Engineering Director

Responsibility
1. Management of Project to assure project success in each phase through the project life cycle
-Management of the day-to-day operational aspects of multiple strategic or large scale projects , and to secure strategic planning of project executions are created and followed as appropriate to meet changing needs and requirements, including project execution concept and plan development, cost budget, schedule, resource plan and optimised organization of work forces according to customers' project requirements and expectation to secure fulfilment of the plans and assure the project is organized in the most optimal way through the projects life cycle.
-Manage operational aspects of project scope and changes towards the customer, and between the customer and the contractors / suppliers.
-Manage project schedule and progress measurement, and coordinate all project work activities for compliance with the CPM schedule; including monitor and enforce design institute, subcontractors work schedule compliance, weekly planning process; direct and approve the development and implementation of subcontractor schedule recovery plans as required. Etc.
-Review project budget estimation and cost calculation, Tracks and reports project cost and expenses status on a monthly basis.
-Risk management for the preparation of appropriate Requests and actions to mitigates risk across projects
-Ensure and supervise the engineering standards& specifications, scope of work, materials and equipment of the projects are well defined, prepared and validated with right engineering methods in the approved budget, within requested time and with pre-specified quality.
-Reviews quality assurance procedures and supervise the quality control process to meet different requirements,
-Review key technical procurement procedures and the evaluation or selection of key Suppliers, Design Institute and main Contractors,
-Responsible for supervision of project site construction and installation work in compliance with the schedule, safety, cost, and quality decisions for compliance with all mandatory design and construction standards and technical specifications, Takes corrective actions necessary to meet project requirements.
-Responsible for supervision of project site construction and mechanical completion and acceptance and the complete hand over of start-up packages to the Start-up Manager and supervise the close out of all punch list items.
-Ensures project documents are complete, current, and stored appropriately
-Reviews engineering deliverables, files and packages across projects before passing to customer.
2. Organizing, planning, leadership
-Manage the project team for daily coordination work, implement action plan for continuous improvement
Develop clear objectives for the project team members
-Develop and follows up key indicators in compliance with the project standards procedures set by the group.
-Resources plan and Identifies resources needed and assigns individual responsibilities in project organization.
-Participate in the projects management and steering committees as required.
-Close Communication with clients and project organization, external consultants, suppliers and authorities.
-Ensure clear communications to project members, sub contractors and the client.
-Perform leadership and direction within project execution team to high performance through team building and similar performance improvement activities
-Provide support and coordination on AP strategic projects outside China and assist AP Engineering -Director on any specific assignment..
3. Deploy and Implement Project Management Best Practice
-Develop and implement Project Execution Plan and Coordination Procedures which complies with Corporate CAPEX project management procedures and tools requirement and regulations; strictly follow local construction laws, regulations, GB codes & standards in each step of project study and project execution.
-Supervise the project task force and contractors to implement all defined project execution procedures, standards, and best practice as required.
4. Interface Management
-Coordinate the interfaces and relations of multiple subcontractors and project management team
-Coordinate the work management of interfaces and relations with customer and external authority organizations (quality, safety, construction, planning, inspection bureaus, etc.).
-Coordinate with WW project management organization
5. Reporting, Records, Files, Continuous Improvement, Others
-Reviews the status reports of team members across projects and addresses issues as appropriate.
-Internal weekly Report for project status and performance to determine issue and cause, recommend, and implement corrective measure.
-Issue project monthly report for the project execution performance of the project progress and status in term s of safety, time, cost, quality and etc.
-Continuous improvement efforts and the change management effects associated with the implementation of improvements
-Analyse and summarize various project management practice and constraints, and give out professional advice and return of experience, feedback, lessons learnt to management
6. Coaching & Training
-Conduct Internal coaching and training for project engineers / plant team related to project management best practice

Requirement:
- Bachelor or Master Degree in Process or chemistry engineering background
- 8+ years of working experience in chemical project management.
- Experience in international project management practice in the region
- It is mandatory to have already successfully undertaken similar duty for industrial projects, and such experience within a world class engineering contractor like Technip, Foster Wheeler, Toyo, JGC, Chyoda is a plus.
- Fluent in written and verbal English and Chinese
- Working proactively with result oriented and teamwork spirit
