POSITION SUMMARY
The Region Lead of Global Procurement Services China will be accountable for the connection between Global Procurement Services (GPS) and executive leadership (e.g., SVP, VP, and Director) in China. China and the APJC region is one of Cisco’s largest growth areas and accounts for $60M+ indirect supplier spend and over 300 suppliers in China alone and $300M+ for the entire region. They will lead the development of strategic plans and specific programs (e.g. savings) that optimize China indirect supplier spend. And will establish best in class governance programs that reduce Cisco’s supplier risk.
The GPS region capability is a newly created group that covers all aspects of our operating model; Procurement Relationship Mgmt., Category & Supplier Management, Contracts Management and Operations. Seen as the face of GPS in China, the lead will help establish; 1) the local team, 2) procurement policies and process, 3) formal Business Function plans and 4) governance structures 5) Travel Category Management. These critical elements will ensure GPS is driving a best in class capability which delivers value and lowers risk for Cisco’s China / APJC operations.
The GPS Region Lead will also be accountable for travel operational management of China. This manager will be responsible for travel procurement and operations, including (but not limited to) both financial and service performance requirements. Role will require working closely with the APAC regional travel manager and executing key initiatives to continue to improve service and drive savings. China Travel spend in FY12 $9.5M a 34% increase year over year and one of Cisco’s largest growth markets.
The position reports to the Director of Employee Services within Category Supplier Management..
Key responsibilities include but are not limited to
- Establish and grow the new GPS region team into a critical stakeholder across the region
- Develop and implement Business Function Procurement plans
- Establish and monitor procurement governance, risk management and compliance programs
- Influence, collaborate and communicate effectively with various leaders in Cisco
- Drive new procurement policies and process thru effective change / influence management
- Member of the China Ops Board
- Support all aspects of the procurement process; planning, forecasting, sourcing, contracting and operations
- Ability to see the big picture and structure an effective long-term strategy to maximize the impact and reach of GPS
- Monthly/Quarterly meetings with strategic suppliers, alignment of internal reviewing opportunities. Quarterly Business Reviews and SPAR
- Acquisitions
- Establish and grow travel supplier relationship in China.
- Regularly benchmark Partner performance with similarly sized, industry sector companies? Interpret changing market conditions, and apply this knowledge to strategic planning.
- Accountable for operational initiatives and the completion of set goals.
- Review, analyze and evaluate travel data to provide management reporting,
- Establish goals and monitor progress to insure commitments are realized in such areas as quality control, safety, and financial performance.
- Travel Lead for China Business Crisis Management.
- Key attributes include results driven, strong customer facing skills, collaborative and teaming skills; excellent communications and exceptional people management & leadership skills.
SKILLS REQUIRED
- 10+ years of experience in High tech with background in Procurement or Supply Chain
- APJC and China specific experience with knowledge of regional / local suppliers and procurement risk management approaches
- Position requires broad based knowledge of contracting and related functions, as well as analysis techniques
- Ability to develop positive working relationships across the organizations.
- Proven track record of working in a collaborative fashion across a wide range of stakeholders in large and complex organizations
- Cross Functional knowledge across Cisco Systems, Inc.
- Strong Business acumen – market needs/requirements – ability to manage clients, suppliers and develop executive relationships
- Comprehensive knowledge of the travel industry and travel technologies
- Strong interpersonal, oral and written skills required to conduct daily activities
- Contract management, including: market analysis, evaluation and selection (sourcing, negotiation, terms, contract execution), and relationship management (contract performance, compliance, quality, delivery and payment)
- Fluent written and spoken English
- Advanced Degree Preferred
