职位描述

Basic Responsibilities: Indicate primary purpose of position

-- Primary responsibility for integrity of GM China (wholly owned) Customs activities.
-- Contract and managing customs broker and/or customs external service providers activities & monitor standards
-- Supervise Customs valuation (customs value determinations; ensure compliance with customs valuation processes), Customs tariff classifications for imported goods, Customs tariff concession orders, Customs entry and other declarations.
-- Maintain controls on temporary importation programs.
-- Liaising with government authorities, consultants and industry representatives.
-- Manage audits by the Chinese Customs agencies and related government entities.
-- Represent GM and GM business units in hearings and at meetings with government officials in controversies and the proactive pursuit of advantageous legal or administrative positions.
-- Management of electronic and hard copy records.
-- Develop and maintenance the Customs systems (TMS II)
-- Development and maintenance of customs processes in accordance with GM policy
-- Delivery of quality Customs advice and value added assistance to various internal parties.
-- Assist with management of Customs technical resources and internal training
-- Identify and pursue opportunities under current and future Customs regimes.
-- Initiate forward planning and exercise control over relevant information systems. Analyze Free Trade Agreements (current and prospective) and ensuring that benefits arising from such agreements are maximized and maximize benefits on local Chinese duty and tax relief programs.
-- Support accounting functions including account reconciliations, journal posting and account payment approvals.
-- Management of Customs records, hard copy or electronic according to GM policies and applicable laws and regulations.
-- Responsible to achieve and maintain accredited importer program status.
-- Provision of strategic advice, direction, and operational planning to minimize exposures and achieve maximum savings and returns for opportunities identified.
-- Oversee and assess the quality and delivery of services provided by brokers and other external service providers.

Regional / Global Customs Responsibilities

-- Operate in the capacity of Regional subject matter expert in relation to Customs issues in North Asia to promote best practice in the Region, and assist and advise other GM entities and or dealers, distributors, agents, suppliers, etc. as directed by Regional Customs Counsel, the CFO and any other member of the GM IO Executive Committee Team.
-- Establish and maintain ongoing corporate relationships with customs and tax professionals in other GM jurisdictions to ensure and promote the free exchange of relevant information and ideas.
-- Maintain Tax Accounting records and report potential contingencies for SOX compliance purposes.
-- Implementation and maintenance of the Customs Controls initiative for GM IO.
-- Implementation and maintenance of the Customs Broker payment protocol for all GM IO business units.
-- Implementation and maintenance of the Due Diligence Customs Brokers’ assessment process developed by the Chief Compliance Officer and the Global Customs staff.
-- Provide Customs and Indirect Tax advice to North Asia countries including Korea, Japan and China.
-- Collect and organize Customs metrics for North Asia.

Knowledge:

-- Subject matter expert in the customs and tax laws and procedures of China primarily and Asian and Africa customs and tax background preferred.
-- High level knowledge of, and experience with, Customs, VAT and other transaction taxes legislative, regulatory, and administrative practices in China.

Skills/ Competencies:

-- Highly motivated, pro-active, desires a career in customs/tax and genuinely enjoy this field of expertise.
-- Strong analytical, verbal and written communication skills in English.
-- Drive and determination to work in a high pressure environment as leader or member of a team as well as an independent contributor.

-- Demonstrated ability to research, interpret and apply legislation.
-- Possess direct accounting and computing skills.

Experience/Education:

-- College graduate with major in finance, international, business, law, or equivalent experience required.
-- Post graduate degree in tax, customs or business related field preferred.
-- Minimum 5 years Tax or Customs experience with a major corporation or a large chartered accounting firm (at Manager and/or Senior Manager Level).
-- Extensive experience counseling and assisting in the development and implementation of complex regulatory requirements into the business process required.
-- Experience in managing the work of external service providers.
-- Extensive experience working with business and government personnel on complex customs and indirect tax issues and controversies in China.
