Brief Description
IT Infrastructure Manager will integrate and develop processes that meet business needs across the organization, manage complex issues within area of expertise, be involved in long-term planning, and contribute to the overall business strategy. He/She will have strategic and operational responsibilities for the definition and delivery of basic IT services for JV. This will include developing in-depth technical knowledge, cultural awareness, regulatory understanding and relationships (internal and external) within the country, where JV is operating or where JV has plans to operate.
Primary Responsibilities
· Serve as direct supervisor of detailed IT implementation and support activities for business applications
· Ensure all necessary services are available and that workloads are run in line with required service levels, delegate tasks to members of the team and ensure effective handover between shifts
· Drive solution identification, feasibility analysis, and implementation recommendations for operations service level improvements and assist with prioritization of resulting projects
· Act as subject matter expert for assigned area processes and supporting applications functionality and primary liaison to functional managers
· Responsible for project initiation and completion within functional area by directing activities of others as well as maintaining individual project responsibilities
· Accountable for delivery of goals and objectives assigned to the work group
· Responsible for management activities including performance management and distribution of work assignments
· Provide organizational leadership in the planning, evaluation, design, development, implementation, and operation of IT solutions
· Evaluate and/or produce business plans and operating practices, which improve quality, increase productivity and reduce costs
· Lead the preparation of long range systems plans and assure that they are in tune with business objectives and goals
· Work as a business partner with client leaders and users to evaluate/improve business processes and arrive at mutual, cost effective solutions
· Maintain effective communication with customer, client, supplier and system’s management. Responsible for employee selection development and evaluation
· Prepare salary plans, investment / expense budgets, and other administrative tasks
· Maintain current knowledge of new system management practices and information technologies that are applicable to business objectives and creatively promote their use
· Motivate team by creating a sense of purpose to meet the goals of the business through coaching and leading by example
· Assure conformance to system architecture, methods, standards and practices and promote their creation
· Initiate and coordinate outsourced supplier efforts as required.
· Prepare, present and review overall Information Technology plans, status reports and cost / benefit studies
· Understand the JV business growth plan and establish separate and secure IT infrastructure to support JV operations
· Work with Aviation TSG team to design IT infrastructure and recommend technology stacks for JV
· Communicate and educate GE and AVIC parents on JV solutions, capabilities, and costs
· Keep up-to-date with changes to service offering, technical capabilities and regulatory changes
Qualifications Required
· Bachelor’s degree from an accredited university or college
· At least 5 additional years of experience in business planning, resource allocation, or the project management of implementing information technologies
Qualifications Desired
· Bachelor’s degree in Information Systems, Information Technology, Computer Science, or Engineering is preferred
· At least 5 additional years of experience in an IT infrastructure environment with strong technical expertise in the areas of desktop computing, network, database, storage, security, telephony and collaboration tools
· At least 5 additional years’ experience with IT infrastructure Program/Project/Vendor Management
· Fluent with both English and Chinese
· Knowledge of current business function and information technologies
· Ability to attract, retain and develop key and diverse talent
· Demonstrated ability to select, evaluate, provide feedback, develop and assign employees
· Ability to establish both strategic direction and execute on a daily basis
· Strong interpersonal and leadership skills
· Strong oral and written communication skills
· Ability to meet objectives by influencing and engaging across multiple teams
· Quality and cost driven
· Strong technical expertise with IT basic infrastructure design, build and support
· Strong program management skills including project initiation, scoping, resourcing, scheduling, budgeting, risk management and communication

· Ability to think strategically and deliver local decisions aligned with a global approach
· Excellent negotiating and consensus-building skills
· Established organizational abilities
· Demonstrated initiative to stay abreast of technology advancements
