Job purpose:

Take responsible for all technical systems and operations, department personnel, all engineering works, mechanical and electrical facilities, building systems, maintenance and repair equipment, building materials and building structure repair and maintenance. To outsource designated areas, oversee and ensure quality service from the vendors. To view and make comment on the testing & commissioning of the building. To compile, review and keep accurate detail on the building technical equipment and specifications, building plans and all service agreements and equipment warranties.



Responsibilities:

- Assist to ensure any defects or variances to spec, as noted by consultants, during the building commissioning are reported in a timely manner.

- Ensure a complete set of building technical information is obtained and securely stored by management according to the mobilization plan.

- Participate and Contribute knowledge to Testing and Commissioning of the building to a level of quality within the company guidelines

- Achieve operational and financial performance indicators for the Engineering Department.

- Submit regular and ad-hoc reports on the department and the building's technical services, facilities, equipment and performance as required.

- Ensure statutory compliance with all onsite management systems, processes, services, hardware & facility management and operating procedures, occupational health and safety, and other relevant local and national government rules and regulations.

- Prepare, implement and manage the preventative maintenance and energy management plans.

- Liaise with, manage, and ensure compliance to service warrantees on any internal team or external contractors repair works.

- Manage and oversee the technical aspects of end user fit outs or other building rectification works.

- Manage and oversee all modifications, removal, installation, repair, operation, commissioning or decommissioning of any of the building technical services, facilities or equipments.

- To initiate action to prevent the occurrence of any non conformities relating to the product, process and quality system.

- To identify and record any problems relating to the product, process and quality system.

- To initiate, recommend or provide solutions through designated channels.

- To verify the implementation of solutions.

- To control further processing, delivery or installation of non conforming product until the deficiency or unsatisfactory condition has been corrected

- Ensure that services, reports and general correspondence are prepared within the company guidelines to a standard that is satisfactory to the issuing manager.

- Preparation, implementation and monitoring of the department's budget and overall budget for managed property.

- Liaise with the suppliers and contractors to tender for services and to ensure the quality of materials and services provided by them.

- Liaise with contractors and site staff to ensure they are aware of their performance and responsibilities in work prepared for release to clients.

- Liaise with internal clients on technical issues to ensure that their needs and expectations are being satisfied.

- Develop and maintain good working relationships with the utility departments and other related local government bodies that may have a direct impact on the technical performance or operation of the building.

- To establish, implement and manage an operational plan for the facility services department under the direction of the facility director and to develop, monitor and make recommendation to implement a best in class service plan.

Requirements:

- Bachelor degree

- Minimum 5-10 years previous management experience of a Facility/ Engineering Management including 3 years testing & commissioning experience.

- Strong verbal and written communication skills in local market language, including meeting facilitation and presentations. Ability to clearly articulate goals and objectives.

- Strong information seeking skills and drive to make things happen.

- Ability to understand challenges or underlying concerns, share ideas, and develop effective responses or elevate to higher management.

- Ability to work independently and cooperatively in a diverse group.

- Ability to network and utilize internal and external resources.
