Job Purpose: The Purchasing Manager role oversees the full spectrum of purchasing process including development of a sourcing and pricing strategy, vendor selection in close cooperation with the heads of businesses, contracts negotiations including shipment delivery, logistics, material handling, management of inventories etc.
Challenges: The main challenge of the position will be the implementation of an overall procurement and supply chain strategy while supporting the operation on a very hands-on way within the Asian environment to deliver value and improve profitability and meet stakeholder requirements. Improve company strong costs position and remain competitive to continue to support growth and investments.
Principal Accountabilities:
1. Develop and optimize strategic sourcing, purchasing policies and procedures. Lead and monitor the implementation to ensure the compliance of CTG internal control standards. Lead purchasing contract management and risk control.
2. Implement best practices, deploy efficient processes, capture synergies, leverage the ERP usage
3. Responsible for planning, implementing, and monitoring the supply chain strategy including full responsibility for raw material inventories and flows. Monitor import and export jobs.
4. Review and challenge sourcing strategies, develop relationships with key suppliers including negotiating contracts, prices, and timelines. Implement scorecard for each key supplier.
5. Source and seek new suppliers, new materials for new projects with the support of R&D.
Prepare annual purchasing budget and implement cost saving projects.
6. Do the risk management and anticipate unfavorable events through analysis of data and prepare for control measures.
7. Coach and manage local purchasing team and import & export staff.
8. Collaborate with Sales, Operations and R&D teams.
Requirements:
1. At least 5+ years proven work experience as a purchasing manager in chemical industry. Experience in oversea markets e.g. ASEAN, Japan, Korea etc. is a plus.
2. Knowledge in supply chain management, purchasing procedures, cost control and budgeting. Should have experience in team management and project management.
3. Be analytic and structured. Able to collect, simplify and analyze purchasing data to drive decision making.
4. Strong leadership, able to motivate, coach and mentor team members to deliver results. Open minded and hands-on. Good skills in negotiation, interpersonal communication and networking.
5. Good command of Microsoft Office and ERP operating.
6. Fluent in English, both writing and speaking.
