China Operations Director
Location: Shanghai/Beijing/Changsha
Report to: Vice President, Operations
Responsibilities
Ensure China Operations meet global/functional leadership objectives and expectations:
?Provide leadership, cohesive communications, accountability, and operational oversight to the local cross-functional Manufacturing Operations, External Operations and Supply Chain function in establishing a China Operations function; employees will report either directly or with a dotted line relationship into their global functional leaders.
?Coordinate with global functions and align on common objectives and joint targets for the functions and resources, including general oversight for activities, projects, and troubleshooting issues when they arise.
?Partner with global functions to build and implement objectives, development plans and performance targets. Manage yearly performance review cycle coordinating performance input from global functional leaders reporting China Operational performance on various weekly, monthly and annual reviews
?Act as the focal point for the start-up and running of sites either QO owned or through JV or a third party to include Build & Fitout, Installation of equipment, recruitment of employees and ultimately successful transfer of technology or development of new products into commercialisation
Build a winning culture:
?Motivate and engage all employees to create a culture consistent with its values and behaviors. Surface and resolve internal functional and cross-functional conflicts, and drive to a successful, constructive resolution.
?Proactively shape the environment by developing strong, trust-based relationships with local teams and global stakeholders.
?Actively coach and develop employees.
Ensure operational compliance and business continuity:
?Lead, manage, direct, and coordinate the activities of the China operations to remain compliant with local government regulations, HSE, GxP, and other company norms, corporate policies and procedures.
?Liaise with all external bodies, such as authorities, employer and employee's organizations, industry associations, regional and local institutions, and other public stakeholders.
?Ensure company's right to operate is protected through business continuity, security and environmental health and safety practices, maintaining respective governance and union labor requirements; facilitate site inspections, audits, and incident response teams as needed.
Develop and grow China Operational capabilities in alignment with company strategy:
?Develop the long-term site development plan in collaboration with all key global stakeholders and mature its China company operating model in alignment with its Operational strategy.
?Set and execute key objectives for the China operations to achieve company goals.
?Drive operational excellence via company Improvement Culture (QIC) by identifying and improving key metrics in concert with global functions.
?Develop and monitor the operating and capital budgets, and participate in the Annual Planning and periodic forecasting process.
?Manage appropriate recruiting and staffing for company's needs in accordance with functional requirements.
?Ensuring fit for purpose infrastructure and site services for our high performing business functions to remain competitive.
Qualifications
?Higher education degree (MA, MS, MBA) and 10 plus years of experience in senior leadership roles, in an Operations/Supply Chain discipline
?Experience in overseeing Manufacturing Operations and Supply Chain teams with a broad understanding of requirements to successfully initiate manufacturing sites and supply chain infrastructure
?Strong business and financial acumen with an enterprise mindset and strong knowledge of the China Medical Device manufacturing with preferably biotech/diagnostics industry experience
?Experience in site and infrastructure build out in a validated GxP environment and strong program management experience
?Experience managing budgets, meeting financial targets, improving business processes, and driving cost effectiveness and efficiencies
?Excellent communication skills with ability to speak fluently in Chinese and English
?Deep understanding of the China manufacturing landscape, including competition for talent, state and local regulations as well as regional challenges
