职位描述
This position is responsible for accurate accounting and financial reporting for the China Region and is the lead position for all regional China finance matters.
- Directs and coordinates the financial and accounting activities of the Asian Area Operations and legal structure of China Offices.
- Establishes, updates and monitors full compliance with China GAAP for local reporting purposes and US GAAP for reporting purposes
- Partners with the GM to manage the P&L in terms of growth, margins and operating expenses
- Prepares various financial and operational reports for area operations and subsidiary offices. Work with functional peers to explain how their actions affect Company results.
- Assists subsidiary financial accountants in customer credit evaluation and collections strategies and issues, and in compliance with accepted accounting practices and statutory regulations.
- Analyzes financial risks and provides feasible plans and practical suggestions for business supporting and cost controlling.
Directs and manages subordinate accounting personnel, credit personnel, information technology and customer order center.
This position reports directly to General Manager, North Asia and functionally reports to the Chief Financial Officer (CFO) of UIC. The position will be based in Shanghai.

Principal Accountabilities (Functional)
1. Advises CFO on current and future tax and statutory regulations for all countries in area of operations. Works with CFO and Asia GM to ensure company financial practices comply with regulations and meet the operational needs of the business.
2. Preparation of annual budgets and monthly analysis of variances. Prepares management reports on significant financial trends and performance of area operations. Recommends necessary improvements in operations.
3. Projects monthly cash flow and plans for the distribution of excess funds to the parent company, and the maintenance of adequate funds to meet outstanding commitments.
4. Ensures collection process is established and followed in each subsidiary office. Ensures measurement of collections is consistent with corporate methodology. Prepares monthly area operations collection reports for the evaluation of collection efficiency and determination of the Accounts Receivable quality.
5. Ensures customer order center processes customer orders, and manages movement of goods in alignment with corporate policies.
6. Ensures SARBOX compliance standards are maintained in the Region
7. Implements appropriate import/export policies to accommodate business requirements for local purchases and mandated USD transactions.
8. Directs statutory audits conducted by independent accounting firms. Coordinates compliance and corrective action activity.
- Manages employees and activities of accounts payable, general and tax accounting, billing and all financial closing procedures.
- Responsible for all Treasure, risk management, credit, collections and cash forecasting functions in the region
- Responsible for compliance with the company’s revenue recognition policies
Principal Accountabilities (General Supervisory)
I. Carries out responsibilities in accordance with the organization's policies and applicable State and Federal laws, including interviewing, hiring, training employees, planning, assigning and directing work and appraising performance.
II. Interprets company policies to employees and enforces all safety regulations.
III. Assures efficient and economical utilization of materials, improvement of methods, and elimination of wasteful practices within the department; may include budget development and control.
IV. Develops workforce planning and utilization programs to satisfy actual and projected requirements. Includes the scheduling of overtime and cost/effective use of temporary services.
V. Implements cross-training activities and plans for employees under his/her direction with specific attention toward the development of a highly flexible work force.
VI. Establishes and implements team/individual Critical Success Factors, including the measurement and documentation of the progress of each employee toward the established goals.
VII. Analyzes and resolves work problems, or assists employees in solving work-related problems.
VIII. Performs other job-related duties as required.
Minimum Requirements:
- Minimum of BS Degree in Business/Finance or Accounting major. Advanced studies in Finance and business management desirable. Member of the accounting professional body a plus.
- Five years minimum working in a Foreign Owned Company (e.g. Europe-based, US)
- Minimum of ten years of progressive experience in accounting and financial management. Previous supervisory experience is required
- Extensive familiarity with both US GAAP and China GAAP. Extensive management reporting experience in a multinational environment also a pre requisite.
- Cash management and Credit function background a requirement. Experience interfacing with a bank a requirement.
- Knowledge of financial statement preparation and general accountancy is required.
- Familiarity with the PRC accounting system and related tax law for MNC business is a must, and supervision of local PRC accounting staff is an integral part of the duties.
- Strong analytical skills coupled with good working knowledge of computer system/software are essential. Proficiency in both English and Chinese speaking, reading and writing.
- Must possess initiative, self-drive, excellent interpersonal and communication skills and demonstrates strong leadership qualities with the ability to motivate and build up a team
