职位概述：

全面负责公司的财务计划、财务管理和财务监控工作，通过建立规范、有效的现代财务管理体系，进行规范的财务管理，实现财务资源和财务状况的最优化，及时有效地预警运营风险。同时参与企业的经营管理、设施设备更新改造等重大问题的决策，为公司经营管理层决策提供重要依据。

接受股份公司财务中心的业务领导，严格遵守股份公司《委派财务负责人管理制度》,在委派单位履行财务监督和财务管理职责，依法合规开展工作，并接受财务中心的绩效考核。

工作职责：

1. 财务战略规划：

1） 拟定公司中长期经营计划，组织编制公司年度财务计划

Make medium and long-term management plans of the company; draft annual financial plans 

2） 建立健全公司财务管理体系

Establish a complete financial management system for the company 

3） 根据国家财务、会计、税收法律法规和公司的规章制度严格执行

Act in strict compliance with national laws and regulations about finance, accounting and taxation as well as corporate rules 

4） 对公司税收进行整体筹划与管理，负责年度财政补贴等工作

Perform overall planning and management for corporate taxes; take charge of work related to annual fiscal subsidies

2．预算管理及内部财务控制：

1） 组织财务报表及财务预算、财务决算的编制工作，合理分配财务资源，控制成本

Prepare financial statements and budgets; make financial settlements, reasonably allocate financial resources and control costs

2） 对部门的预算执行情况进行监督、跟踪和预算执行情况回顾，有效监督检查财务制度和预算的执行情况，并做出适当及时的调整，完成预算的闭环管理

Supervise and track departments’ execution of budgets; review budget execution; effectively supervise and check enforcement of financial regulations and budgets; make appropriate adjustments promptly to perform closed-loop management of budgets

3．资金管理：

负责对现金流量的控制，适时统筹安排公司资金筹措和使用，合理安排公司负债结构，并对其进行有效的风险控制

Control cash flow, make coordinated arrangements for raising and using funds at the right time, make corporate debt structures appropriate and effectively control debt risks

4.财务分析：

为企业决策提供及时有效的财务分析

Perform prompt and effective financial analysis of corporate decisions 

负责监控财务报表及数据，监督并指导中外方报告及时准确报送

Monitor financial statements and data; supervise and guide prompt submission of accurate reports by Chinese and foreign parties

5.部门内部管理：

1） 负责本部门员工工作考核、激励、培训工作

Evaluate, encourage and train departmental employees

2） 对财务部门的日常管理、年度预算、资金运作等进行总体控制

Generally control routine management, annual budgets and capital operations of the Financial Department 

3） 制定部门资金的预算并有效控制

Prepare financial budgets for the department and control these budgets effectively

6.其他：

1） 与财政、税务、外汇管理、银行、保险等相关部门及会计师事务所等相关机构建立并保持良好的关系

Develop and maintain favorable relationships with related departments of finance, tax, foreign exchange management and insurances, banks and related organizations like accounting firms  

2） 配合会计师事务所，做好公司的财务审计工作

Cooperate with accounting firms to perform financial audits

职位要求：

1.硕士或以上学历

Master’s Degree or higher degrees

2.会计及相关专业本科及以上学历,注册会计师或高级会计师职称，熟悉中外合资、上市公司运作及中国企业会计准则

Bachelor’s Degree or higher degrees in accounting and related programs, qualifications for certified public accountants or senior accountants; know a lot about operations of Sino-foreign joint ventures and listed companies as well as accounting standards of Chinese enterprises

3.十年以上外资或中外合资企业财务工作经验

Over 10 years of financial work experiences in foreign-funded enterprises or Sino-foreign joint ventures 

4.五年以上外资或中外合资企业财务总监或财务经理工作经验

Over 10 years of financial work experiences as CFO or financial manager in foreign-funded enterprises or Sino-foreign joint ventures

5.带领团队成员不少于3人

Lead a team with no less than 3 members

6.熟练掌握美国一般会计准则和我国财务、税务、审计、金融等相关法规和政策，熟悉国家外汇管理政策

Know much about general accounting standards of the United States, related Chinese regulations and policies financial affairs, tax, audit and finance as well as national policies for foreign exchange management 

7.具有出色的财务管理经验，擅长成本核算与控制，擅长预算管理及财务分析

Have outstanding experiences in financial management; Be good at cost accounting and control, budget management and financial analysis 

8.精通相关财务知识，如资金管理

Master related financial knowledge like funds management 

9.掌握中外方会计准则、税法

Grasp knowledge about Chinese and foreign accounting standards and tax laws

10.精通商业地产等相关背景知识

Know much about backgrounds of commercial real estate

11.拥有CPA、CMA或ACCA方面的认证

Hold certificates for CPA, CMA or ACCA

12.具备会计继续教育学习经历

Have continuing education and learning experiences in accounting

13.精通英语听说读写

Proficiency in English listening, speaking, reading and writing

14.精通Excel, PPT, Word操作

Outstanding skills in operating Excel, PPT and Word

15.精通中外方财务软件

Operate Chinese and foreign financial software skilfully
