职位描述
JOB PURPOSE
This position is responsible to provide a full and comprehensive HR service to all employees, line managers and plant manager. He ensures the compliance of labour laws, local regulations and the application of legal & ethical conducts.
MAJOR JOB DUTIES
30%-Translate and sets direction for human resource projects improvements and activities to support the organizational objectivies. Provide effective guiandance and coaching to line managers for selecting, recruiting, orientating and developing employees. Ensures effective local policies in place relating to all phases of personnel activities. Communicate and carries out global policies.
Up-grade HR organization in regards of capability. Information sharing to all HR members subject to create allignment. Paticipate in daily PCC meeting, participate activetly in weekly management meeting, support the execution of global HR inititatives set by the HRD of the BU
20%-Staffing
Recruit , interviews and selects empoyees to fill vacat positions timely. Ensures the right level of employees in quantity and quality across all functions through promotions, transfers, assignments, development or hiring in collaboration with managers. Design and implement reporting methods for manager which permit to controll employee performance. Put in practice a structured process to identify and develop employees. Work out together with the management a career path for each functional department. Participate actively in staffing plan and budget.
Implement benchmark methodology. E-recruiting, carry-out assessments, provide feedback to assessees,
Talent-Management, succession planning. Implement performance improvement programs. Monthly reports for HC FC, labor costs, other HR Metrics . Meetings with Line Managers to identify Talents.
25%-Comp & Benefit
Ensures compensation and benefit systems which effectively provide balance in meeting all organization needs of cost effectiveness and employee attraction, retention and satisfaction.
Monitors job description and job evaluations. Supervise personnel and pay administration systems including payroll activities. Conducts wage survey within labor market to determine competitive wage rates.
5%-Controlling and Reporting
Review and analyse emplyoee attendance, turnover and exit interviews Provide statistics to the management which allow to review headcount and labor costs against budget including forecast in compliance with HQ instructions. Ensure consistence and accurate HR data in all systems.
Controll training and recruiting costs agains budget and work out corrective actions when necessary.

5%-Global Activities
Participate in conference calls/meetings with HR professionals from BCS, AP or other TRW functions. Communicate and execute global intiatives appropriate. Lead and implement global HR projects designed by HRD of the business. Deliver data requested by TRW or BCS timely and accurate.
Monthly global HR telecon, frequent meeting with AP colleagues, Build the Future initiative, Trainee Program,
5%-Other HR related accountabilities
Continually improves efficient and quality delivery of all human resource services by applying best in class methods and tools. Understands new trends coming from the internal or external environment as threaths or opportunities which would impact HR processes. Prepare employee contracts, movement letters, promotion letters, termination noticies or other individual employee adminsitration and an accurate filing of all employee subjects. Negotiate contracts for external employee services such as medical servies cafeteria, agencies, group life insurance etc.
Represents management interests in arbitrtion, labor office, works council or other authorities.
