Responsibility 

1.In the capacity as electrical engineer, attend stage 1 workshops to truly understand clients’ project requirement and discuss over the economic and technical feasibility, work out design brief to thoroughly reflect the requirement and also develop into the stage 1 report to clients and the tendering document to contractors, assess the contractors and the tendering document based on COLLIERS PJM assessment criteria, review DI’s technical design;

2.Prepare all aspects of stage 1 reports including design brief, questionnaire, tender assessment report and technical design review report,  with particular emphasis on the  budget costs and technical sections of electrical services;

3.Ensure smooth coordination with the, Architects & Electrical Engineers, Quantity Surveyors and Stage 3 teams. Be responsible for resource expenditure and identify and notify the CTU Manager of any additional or abortive works.

4 Review the budget cost of electrical services for variations and schedules of costs submitted by contractors on on-going projects; Prepare variation assessment report;

5.Develop and improve central cost database to provide a valuable source of raw data and to ensure maximum correlation between cost estimates and budget;

6.Attend site as required for the purposes of verifying contractors’ progress and quality and for assistance in solving site-based electrical questions;

7 Provide general electrical engineering advice and support to COLLIERS PJM staff and clients as required;

8.Provide and offer input and assistance as required and directed by central technical team manager and other senior COLLIERS PJM staff;

Competency

1. Bachelor or higher degree in electrical engineering; 

2. 5 years relevant experience, experience in construction outside China is preferred; Working knowledge of relevant China codes/regulation, familiarity with some international code is preferred;

Working knowledge of the design & specification of electrical engineering services;

3. IT literate and Autocad 2007 experience, MS office 2003/2007 professional;

4. Good command in English language, both spoken and written; 

5. A team player with strong interpersonal skills;

6. Must be able to communicate effectively with potential/current customers, project managers, and project team members; Understanding of COLLIERS PJM’s responsibilities on the project;  

7. Ability to understand ,write and  apply Employer Requirements;

8. Ability to understand commercial impact for the Client of operational effectiveness, maintenance demands and progress delays;

9. Ability to plan project;
