二、主要的职责与责任Key Responsibilities and Accountabilities

1、技术开发、设计、工程、计划和运营支持 TECHNOLOGY DEVELOPMENT, DESIGN, ENGINEERING, PLANNING, & OPERATIONS SUPPORT

（1）由首席技术官、首席运营官和其他澳大利亚团队成员提供有关ISC技术的培训和指导，尽快上手。

         Training and coaching from CTO, COO and other Australian team members about ISC technology to handle ASAP;

（2）招聘和发展技术团队以实现ISC商业化所需的目标。

         Recruit and develop the technical team to deliver on the objectives required for ISC commercialization;

（3）领导ISC场地评估以及对煤、地质和水文地质是否适合ISC商业化运营的场地筛选。确保地质学家、水文地质学家和其他勘探团

队对ISC都有共同的了解，并能够以最少量的信息来充分确认场地是否适合ISC。制定勘探计划，实施监测井的设计和布局，以满足

额外的勘探和监测井的应用。

        Lead ISC site evaluations and site screenings for coal, geology, hydrogeology suitability to sustain commercial ISC

operations. Ensure geologists, hydrogeologists and other exploration disciplines all have a common understanding

of ISC and to gather the minimum information requirements needed to fully confirm site suitability for ISC. Develop

an exploration plan where monitoring well designs and layout can be implemented to cater for both additional

exploration and monitoring well applications.

（4）确保按照内部和外部的项目批准要求、环境影响评估以及政府技术审查的要求收集和整理ISC信息。

         Ensure that ISC information is collected and compiled as required for internal and external project approvals,

environmental impact assessments and government technology reviews.

（5）执行ISC商业化项目的地下工程和设计流程，并准备ISC地下设计的图纸、布局图、项目范围文档和数据表，以提供给EPC以及

供应商的选择和采购。

        Deliver the ISC commercial sub-surface engineering and design process and prepare ISC sub-surface drawings,

layouts, project scope documents and datasheets for EPC and vendor selection and procurement.

（6）执行ISC商业化项目地下设备的开发和设计，以实现商业适用性和执行能力。准备已开发ISC的工具图纸和工具开发范围文档，

以供选择供应商/制造商和采购/制造。

         Deliver the ISC commercial sub-surface tool development and design for commercial suitability and execution. Prepare developed ISC tool drawings and tool development scope documents for vendor/manufacturer selection and procurement/manufacturing.

（7）通过提供ISC商业化项目地面设施设计的软件包、通过提供适当的数据表、工具、模型和设计流程来生成和编译用于地下设计

要求的信息，为EPC提供支持。在需要时，参加、促进或主持EPC会议，并关注EPC进度和可交付成果，并向管理团队报告偏差。

        Support the EPC by delivering the ISC commercial surface facilities design package, by having the data sheets, tools,models and design processes in place to generate and compile the information for the sub-surface design requirements. When required, participate, facilitate or lead EPC meetings and monitor EPC progress and deliverables and report deviations to the management team.

（8）继续开发ISC技术，以可靠地支持商业化运营，包括提供可靠数量和质量的合成气以及对合成气生产的资本和运营成本的可靠

估算，并确保合成气生产成本具有商业竞争力。

        Continue development of ISC technology to reliably support commercial operations including providing reliable

quantities and qualities of synthesis gas with reliable estimates of the capital and operating costs of synthesis gas

production and to ensure that gas production costs are commercially competitive.

（9）确保ISC技术平台能够将技术完全输送到其他位置，并应用于具有不同地质、水文地质、环境特征和其他相关标准的不同位置

的不同煤层。

        Ensure that the ISC technology platform is capable to allow the technology to be fully transportable to other locations and applied to different coal seam in different locations with different geological, hydro geological, environmental features, and other relevant criteria.

（10）不断壮大和发展ISC技术团队的能力和绩效，以提供可用的技术资源来支持ISC业务的商业执行和增长，包括人员管理和指

导、绩效管理、确定人事资源的需求以及寻找和选择新人才。

          Growing and developing the capability and performance of the ISC technology team to have the technical resources available to support the commercial execution and growth of the ISC business. Includes people management

responsibility for mentoring and coaching, performance management, as well as identifying people resource requirements and sourcing and selection of new talent.

（11）管理技术团队，为ISC示范项目和商业化项目的运营提供技术支持，直至ISC井停工和废弃。

           Manage the technical team to provide technical support to demonstration and commercial ISC operations up to

decommissioning and abandonment of ISC wells.

（12）了解地质、煤化工和岩石学对ISC应用的影响，以预测特定煤种和位置对ISC的适用性。

           Understand the impact of geology, coal chemistry and petrology on the application of ISC to predict the suitability of particular coals and locations to ISC.

（13）了解ISC的水文地质影响，包括地下水影响和水流以及ISC气化炉周围的平衡以及相关的环境和运营影响。

           Understand the hydro-geological impacts of ISC including ground water impacts and water flow and balance around the ISC gasifier and related environmental and operational impacts.

（14）了解和领导ISC气化炉化学和反应动力学的建模，包括与气化炉设计、配置、几何形状、水文地质影响、煤化工和其他参数的

物理方面的联系。开发和改进方法以改善对合成气质量和数量的控制。

          Understand and lead the modelling of ISC gasifier chemistry and reaction kinetics including linkages with the

physical aspects of gasifier design, configuration, geometry, hydrogeological impacts, coal chemistry and other

parameters. Developing and enhancing methods to improve control of synthesis gas quality and quantity.

（15）制定有效的气化炉“矿山计划”，并结合ISC井的建设和完井技术，以***限度地提高发电机开发和运营的资本效率，并确保

运营期间的可靠性，尤其是将对健康、安全和环境的影响降至最低。

          Developing effective gasifier "mine planning" and incorporate the ISC well construction and completion techniques to maximize the capital efficiency of generator development and operation and to ensure reliability during operations particularly to minimize any health, safety and environmental impacts.

（16）管理公司内各个团队/部门之间的技术接口，确保团队之间的共识。负责领导公司ISC技术计划的开发。

          Managing the technology interface between the various teams/departments within the company, ensuring a shared understanding amongst the teams. Responsible for leading the development of ISC technology plans for the company.

（17）根据当前的业务计划目标管理ISC技术团队，并对团队的绩效负责。

           Accountability for managing the ISC technology team performance in accordance with the current business plan

goals and objectives.

（18）项目管理和协调ISC技术团队的工作，包括确定优先级、分配资源等。

           Project management and coordinating the work of the ISC Technology team, including determining priorities,

allocating resources etc.

（19）与任何外部承包商或其他服务提供商合作，并管理与ISC技术的设计、开发、构造和实施以及调试和退役有关的工作。

          Collaborate with and managing the work of any external contractors or other service providers relating to the design and development, construction and implementation, and commissioning and decommissioning of ISC technology.

（20）了解知识产权保护，包括专利申请、了解和处理潜在的专利侵权问题以及与内部法律团队合作。

          Understand Intellectual Property protection including patenting in addition to any potential patent infringement

issues and collaborating with the in-house legal team.

（21）为ISC设备、流程和系统开发知识产权，并准备专利申请以及跟踪专利申请的进度以在中国和各个国际地区（美国，俄罗斯，

印度尼西亚，澳大利亚，南非和其他可能的地区）成功获得专利授权。

           Develop intellectual property for ISC equipment, processes and systems by preparing patent applications and tracking the patent applications to successful patent grants within China and various international regions (USA, Russia,

Indonesia, Australia, South Africa and other possible locations).

（22）在行业论坛、社区咨询活动、政府简报、实地考察和其他相关的活动中担任公司代表。

          Act as a company representative at events including industry forums, community consultation activities, government briefings, site visits and other appropriate functions.

2、承包商管理（工程、采购和施工（EPC）公司、设备供应商、服务提供商和承包商）CONTRACTOR MANAGEMENT (Engineering, Procurement and Construction (EPC) Companies, Equipment Suppliers, Service Providers and Contractors)

（1）审查并了解与ISC项目范围的执行和运营有关的合同。

         Review and understand contracts that are relevant to ISC project scope execution and operations.

（2）协助准备工作范围、规格和数据表，以准备选定服务的招标文件，并参与招标评估过程。

         Assist preparation of Scope of Works, specifications and data sheets for preparation of Tender documents for selected services and participate in the tender evaluation process.

（3）对选定的供应商进行系统和工作场所审核以及文件审核，确保关闭审计中所有不足的项目。

         Perform systems and workplace audits on selected suppliers. Document and file audits. Ensure closure of any deficient items from audits.

（4）控制项目成本和进度，找出质量保证和质量控制方面的缺陷，这些缺陷需要立即补救并保持管理和更新。

         Monitor project cost and schedule progression and highlight QA and QC deficiencies which require immediate remedy and keep management updated.

3、健康、安全与环境（HSE）职责HSE RESPONSIBILITIES

（1）审查、理解并遵守已发布的HSE政策、规章和制度，并协助制定这些规章制度。

         Review, understand and adhere to the HSE policies, procedures and rules as issued and assist in the development

of these procedures.

（2）为技术团队实施HSE的政策和规章制度。

         Implement HSE policies and procedures for the technical team.

（3）报告所有已造成或可能导致人身伤害或环境破坏的事件并采取措施。

         Report and act on all incidents, which have or could result in personal injury or environmental damage.

4、人事管理职责 HR RESPONSIBILITIES

（1）阅读、理解并遵守人力资源政策和章程。

         Read, understand and adhere to the HR policies and procedures.

（2）为技术团队实施人力资源政策和章程。

         Implement HR policies and procedures for the technical team.

（3）协助制定新的政策和章程。

         Assist with developing new policies and procedures.

三、核心的资格和经验要求Core Qualifications & Experience

1、化学工程或石油工程学的大专学历。

      Tertiary qualification in Chemical Engineering or Petroleum Engineering.

2、研究生学历优先。

     Post graduate qualifications preferred.

3、具有英语的听说读写能力。

     Can speak, read and write in English.

4、煤炭化工和燃烧/热解/气化等领域的技术能力。

     Technical competence in areas that include coal chemistry and combustion / pyrolysis / gasification.

5、在石油和天然气和/或石化行业中至少有15年的经验。煤炭气化生产合成气以及下游合成气的处理和加工以及煤层气行业的经验

非常有益。

      Minimum of 15 years of experience in Oil & Gas and/or Petrochemical industries. Coal gasification for syngas

production and downstream syngas treatment and processing and coal seam gas industry experience will be very

beneficial.

6、有至少7年领导技术研发工作、带领团队以及制定技术方案的管理经验。有建立和领导专注于技术商业化的技术团队的经验。

     Minimum of 7 years of management experience leading technical development work and teams and developing

technology plans. Experience with building and leading technology teams focused on technology commercialization.

7、对煤炭地质和水文地质的基本了解。

     A basic understanding of coal geology and hydrogeology.

8、在量化和减轻技术风险时能够做出正确的判断。

      Able to apply sound judgment when quantifying and mitigating technical risk.

9、了解小型设备/流程测试的实验设计原理，并扩大规模以实现商业化。

      Understanding of experimental design principles for small scale equipment / processes testing and to scale up to

larger scales for commercialization.
