Position Summary:

The Import/Export Analyst will be an important team member supporting Illumina’s compliance with all applicable import and export regulations in the Greater China Region (GC). This role requires exceptional cross-collaboration skills to effectively communicate GTC’s requirements across the organization. The candidate must have experience of interacting effectively with external partners and government agencies responsible for trade compliance operations. The role requires prior experience in import/export operations, and the candidate must demonstrate knowledge of customs requirements, export and import licensing, economic sanctions, and classification requirements. Responsibilities:

• Act as Subject Matter Expert for Customs and other regulatory agencies on import and export regulations and documentation
• Deal with day-to-day operational issues in the GC region per GTC’s policies and procedures.
• Operate GTS system for shipment holds release, license management and export control, etc.
• Work with local governmental agencies to resolve import and export holds such as customs valuation, HS code challenge, etc.
• Proactively identify potential import and export problems and work for corrective actions
• Work with scientists and engineers to ensure that technology, instruments, consumables, and software products are classified properly for export (ECCN) and import (HTS).
• Collaborate with cross-functional stakeholders to drive continuous improvement initiatives that increase compliance with global trade regulations.
• Identify and report to Sr. Manager any potential violations of trade compliance regulations and work for resolution
• Support internal, external, and government-directed trade compliance audits and assessments
• Assist with the drive, development, and implementation of policies and procedures concerning US, Chinese and international trade laws and principals
• Provide oversight for 3rd party service providers to assure trade compliance – Customs Brokers, Forwarders and I/E Agents
• Interpret INCOTERMS and provide advice to the business
• Manage and monitor the performance of 3rd party service provider to meet KPI target
• Lead or participate in logistics and trade compliance relevant projects
• Data analysis and reporting for business and trade compliance management purpose
• Develop local manuals, SOPs and work instructions to comply with trade requirements
• Other duties as assigned

Educational / Experience

• Bachelor’s degree (or equivalent) in Logistics, Trade Compliance, Business Administration or other related field.
• 5+ years import / export experience with focus on trade compliance and logistics
• Experience working in a CFDA regulated environment and strong working knowledge of import requirements for diagnostic products
• Self- starter with ability to prioritize multiple tasks and maintain flexibility in fast paced highly regulated environment
• Ability to work successfully alone and within project teams
• Experience with internal and external customs audit processes preferred
• Experience in life science or medical device industry considered a plus.
• Strong working knowledge of US Export Control
• Strong working knowledge of HTS code classification for APAC region
• Knowledge of customs valuation and COO requirements.
• Ability to work cross-functionally and collaboratively.
• Excellent understanding of INCOTERMS and ability to apply to day to day activities
• Prior experience with implementing trade compliance security programs
• Very good at data analysis by using various analytical tools
• Strong Microsoft excel skills and an ability to understand and draw conclusions from data; ability to summarize results clearly to a variety of consumers.
• SAP and compliance management systems.
• Ability to communicate clearly and concisely, (oral and written) in both English and Mandarin
