Responsibility

1 Be familiar with Colliers PjM’s Vision, Policies, Goals and Objectives

2 Support the BD team to develop and secure identified business opportunities;

Provide the BD team with technical support during client presentation and the preparation of fee proposals;

3 Monitor the central technical team during the preparation of stage 1 project planning and definition; Work with client to define the project brief, delivery strategy and programme; Review the S1 Report prior to submission to ensure it meets with the clients expectations. Review the Budget before submission.

4 Provide overall project focus during the pre-construction phase including coordination and interrogation of the following processes: co-ordination and implementation of group quality procedures, design, budgeting, programming, risk assessment, planning and other statutory approvals, value engineering, drafting of tender and contract documentation, tender assessment, contract negotiations and award;

5 Regulate project resources against secured, visible and proposed income; With the Operations Manager assemble project teams to successfully deliver and complete projects including construction management, test and commissioning;

6 Oversight all customer interfaces throughout to contract completion as appropriate; Meet customers on regular basis to ensure expectations are met; Establish and maintain close relationship with customers to ensure they presents Colliers PjM with positive testimonial on all projects and to foster further business;

7 Support project manager and project team in terms of technical, contractual and commercial advice throughout the progress of the project, and attend site when requested; Develop and train the project team in order to ensure that they are well-motivated and equipped for current and future business challenges; Recruit/release project staff as and when required, ensure staff review is completed to programme by liaising with central HR;

8 Ensure a disciplined use and understanding of Colliers PjM’s quality management system by the project team throughout stage 2 and stage 3; Ensure the project team is well educated on HSE ,and develop a new culture and new set of personal behavior to realize Colliers PjM’s HSE objective of zero accident; Ensure regular HSE audit take place on project;

9 Ensure the timely submission of invoices and monitor debtors; Review project P&L reports on monthly basis;

Competency

- Degree of Civil Engineering, Construction management or M&E Engineering or similar professional discipline.

- Proven track record with reputable professional firm or contracting organization;

- Minimum of 10 years working experience since graduation (or equivalent) and at least 2 years in solid SPM role

- Relevant experience working with (private sector preferable) clients in an industrial/commercial sector;

- General Skill Proven leadership in successfully driving the completion of project; Delivered strategic and tactical leadership initiatives within pre-determined deadline;

- Demonstrated creative problem solving capability and result orientation with a sense of urgency and passion for winning;

- Strong coaching and people management skill with a focus on staff performance and development;

- High level communication and interpersonal skills;

- Ability to develop tailored procurement arrangements for clients including drafting of tender/contract documentation.

- Defining and managing interfaces between multi disciplinary professional team

- Ability to build and lead project teams including members of client organization in multi cultural environments;

- Understand Colliers PjM’s responsibilities on the project;

- Understand commercial and contractual arrangements and controls;

- Understand and apply Employer Requirements;

- Basic understanding of the nature of development zones in China and their possible impact on the location decision of client site;
