Overall Purpose of Job
This should be a broad overview of this position's function. Include the overall scope of the position and the authority this position possesses in terms of programs/ projects/ operations and establishing policy.
· Trade Compliance Manager, AP is responsible for driving Global Guidelines on Trade compliance matters including Customs clearance compliance, Duty tariff in different countries, Duty free imports of both Equipment & Direct material, Preferential government schemes for reduced Custom duty and/or Custom duty refunds, Standardized use of Customs / HSS codes across Asia Pacific plants, and training plants on Customs & Trade compliance.
· This position will involve training and regular on-site audits to proactively review risks to compliance.
· Trade Compliance Manager, must be hands on, be capable of working with Plant managers, Operation managers, Logistics staff within Region & interact with Global staff affectively
Major Responsibilities
List the major responsibilities and accountabilities of this position. Include quantifiable data where appropriate (i.e. budget dollars, etc.)
· Drive Customs & Trade compliance across all Asia Pacific plants including JVs'
· Strategise Roll out with Global & Regional staff a strong Trade Compliance program
· Detail know how on China Trade compliances and adequate know how on compliance requirements in Malaysia, Thailand, India, Japan, Korea is required
· Coordinate with Customs Brokers, 3rd Part Service providers on Customs matters, Financial auditors/ Tax advisors (as appointed by TRW).
· Review with each site current Customs procedures and compliance
· Standardize Work Instruction, Procedures across Region
· Drive strong compliance for Bonded material within the Region
· Monthly Reviews on Compliance with all sites in order to bring visibility to issues and resolve them
· Roll out best practices related to Trade compliance
· Create a Custom Duty Database for all key TRW products to help extend support to all plants including CQA team
o Regularly keep update of refer Database
· Value stream mapping from Shipment at Origin to Final receipt at Destination including compliance emphasis on Documentation & adherence to country specific statutory requirements.
· Drive HSS code , Custom duty reduction project across Asia Pacific
· Publish Free Trade Agreement snapshots to TRW Management team members including all Plant Managers and Supply chain staff.
· Coordinate know how on TRW Global Maritime Insurance policy
· Expertise required to advice / resolve challenges related to Dangerous goods including Inflator imports
· Emphasis on Duty Free/ Handbook Management including implementation of e-Handbook.
o Establish a strong system to review monthly Handbook variances & related risks
· Provide solutions & resolve any specific Trade Non-compliance
· Prioritize On-Site audits to measure compliance at each site, review risks
· Candidate to closely work with Supply chain, Finance controllers, Plant Managers & Global staff

· Hands on previous experience a must in Trade compliance with special expertise in managing Customs issues and Free Trade agreement know how.
· Analytical skills to map business processes related to Material Management especially interfaces to Logistics and Customs activities
· Knowledge on Customs formalities in TRW AP manufacturing countries - China , Malaysia, Thailand, India, Japan, Korea
· Customs Authority Certification (preferred)
· China specific Dangerous Goods Certification (preferred)
Education & Work Experience

Education:
· Graduate or Post Graduate
· Certification by China Custom Authority
· Prefer - Specialization in Operations or Supply chain or Logistics Management
· Prefer- APICS certified - American Production Inventory Control Society
Language: English and Chinese is a must
Experience:
· 7-10 Years working experience , Preference Working experience in MNC companies
· Minimum 2-3 Years experience in Regional roles managing, interacting with multiple sites
· Knowledge on Customs Statutory policies & Free Trade Agreement in China, Malaysia, Thailand, India, Japan, Korea
· Past experience on helping multiple plants within Region required
