Responsibility:

T&O Risk & Quality Assurance Control Head

• Lead team to perform summarization, review and analysis on risk events, risk indicators, audit issues as reported by each team in China T&O. 
• Lead team to work with functional operation/branch Ops team to review current control measures and implement / revise risk control processes
• Lead team to prepare data analysis/trending reports on risk metrics to support management team
• Lead team to initiate operational risk-mitigation measures (preventive / postmortem.
• Lead team to provide guide to branch Ops/functional team on regulatory requirement and follow up with them on the implementation of regulatory requirement and conduct self-check on quality execution. 
• Lead team to provide periodical risk report to regional and liaison with regional for the rolling out of regional risk policy.
• Chair the Operational Quality Risk Control forum to ensure all risk events and operational manual errors determine root causes, as well as the appropriate preventive measures
• Lead team to follow up with various parties on operational change implementation due to new products / new regulatory requirements / new policies / process improvements / audit issues, and conduct subsequent implementation health-check
• Review and revise self-check mechanism on operational process/project
• Co-ordinate RCSA & ROR input and follow up with outstanding in T&O team
• Data quality management for BAU transaction data.
• Build and Leverage Data for risk alert and health check for BAU transaction. 
• Provide periodical analysis/advice report as per the outcome on the excise of quality assurance to branch Ops/functional team for their making action plan to further improve quality on process/control 

T&O Management Office

• Lead the planning of the strategic agenda for China Technology and Operations
• Lead program management for strategic programs China Technology and Operations
• Lead financial management for China Technology and Operations. This includes budgeting, MIS reporting, Strategic Cost Management, etc
• Lead people management function which includes the culture, engagement and learning agenda for China Technology and Operations
• Head up the Innovation Office for DBS China
• Head up initiative and platform governance for China Technology and Operations. This includes design governance, IT process governance, IT Initiative governance

Country Business Continuity Management Head

• Lead for BCM and guide each BU/SU in Country to complete BCP strategy, planning and exercises with report to management and regional.
• Align with regional BCM on policies and process with local customization as per local regulations

Reconciliation Services Unit Head

• Nostro A/C reconciliation and GLAO management. 

Corporate Real Estate Strategy

• Strategic portfolio management
• Guide lease acquisitions and renewals negotiation. 
• Flawless facility management
• Adequate, quality and professional Capex project
• Periodically Collect feedback from service receiver for service/ process improvement.

Group Procurement Service

• Strategic & Policy update to in line control requirement from Group and Country.
• Provide high quality procurement service & risk/cost control during BAU
• Periodically collect feedback from internal service receiver for service /process improvement
• Prepare MIS report for management update with opportunity given for Service/Cost/SCM improvement.
• Outsourcing management 
• Vendor service management.

Local Admin Service                                                                                                  

• Provide Standard Guide for Admin service in Country
• Deliver Good Admin service locally.
• Collect MIS Admin report from all locations and provide guide for service/cost/SCM improvement. 

Requirements:

• Will manage a team of around 30 senior staffs
• Act as the main contact point with other BU/SU and group for non-client related processing/service activities and overall risk control requirement
• Playing key role to help/drive China T&O team to be a professional and high quality service support team in the bank
• Degree holder
• At least 15 years of project and service experience.
• Strong knowledge on project, negotiation and local requirement
• Knowledge / experience to run large program/project
• Experience in banking industry and risk assessment
• Innovative
• Quick to act
• Fluency in English and Mandarin, both written and spoken, is essential
• Results-oriented and detail-minded
• Organized and systematic problem solving skills
• Self-motivation, confidence and an enthusiastic nature
• Ability to work independently as well as within a team and with business partners

• Able to quickly comprehend China regulatory requirements
