Position: HR Manager, LR-Tunhe Xinjiang Centre of Excellent Industrial Safety
Location: Urumqi, Xinjiang
As human resources management is the core competence of our consulting business, LR is seeking motivated candidates for a HR Manager role to work closely with deputy GM to provide commercially focused, effective and efficient support and service delivery to the business units or departments in recruitment, compensation and benefits administration, payroll, employee relations, data management and performance management.
As a senior leader, you will need to work closely with the leadership team to make sure that the company HR policies are understood by staff and followed appropriately, to meet specific business objectives of the company daily operation and to undertake a wide range of complex administrative activities and resolve complex queries when necessary.
Job Responsibilities:
Talent Resourcing
1. Gatekeeper and management of the entire recruiting process and role profiles for open positions are created and filed timely, including:
- Prepare and facilitate vacancy requests and appropriate approvals.
- Facilitate equipment orders with IT/department admin for open positions.
- Management of drug screens, background checks, reference checks.
- Standard offer letter.
2. Advisor to Management of the right person for the right role:
- Sourcing of candidates for open requests
- Provide advice to line managers in term of the recruitment process
- Screening and interviewing candidates with the line managers and provide input and advice.
- Work with line managers negotiating package with candidates and provide advice.
- Management of all applicants through the recruitment system.
- Familiar with C&B components/policies.
3. Maintains relationships with appropriate external agencies. Evaluate and select vendors and agencies to meet the business needs while keeping the cost reasonable.
4. Develop robust recruitment strategies according to the manning plan, e.g. identify recruitment channels or new approach to attract talent efficiently and effectively. Build up talent pool over time to make the recruitment activities more cost effective.
5. Ensures smooth transition from ending of recruiting process to the on-boarding process.
HR Operations
1. HR Information - Ensure the personal information we require is accurate and up to date in the HR database. Ensures documentation/data/information and tasks relevant to the individual are planned, evaluated and processed in accordance with local business requirements and agreed deadlines
2. Data Report - Maintain and update regular reports accurately and in a timely manner; Review & analyze data to provide management information/statistics, including the identification and reporting of process failures, to support the overall delivery of processes.
3. Employee Relations – Provide guidance and support to local management on significant employee relations as appropriate.
4. Provide support and guidance to business managers, offering solutions within company policy and procedure framework.
Job Requirements:
- Bachelor’s degree above with more than 10 years’ experience in human resources
- Needs to be confident; influential; and be regarded as a trusted and credible resource by key stakeholders within both business streams and/or local management teams; able to build strong relationships. Have a hands-on approach, visible across the businesses and their locations, with good communication and other interpersonal skills
- Needs to be culturally sensitive in supporting people initiatives/solutions
- Able to coach managers and colleagues in HR policies/procedures
- Enthusiastic, proactive and customer-oriented and prepared to work hard
- Excellent writing, communication, strategic thinking, and “people” skills.
- Fluent written and verbal communication skills in English. Spoken Mandarin Chinese required.
