PURPOSE:

This position is responsible for develop and implement site Process Safety (PS) programs and risk management. Monitor plant activities to ensure compliance with AP and Corporate Process Safety standards and relevant statutory requirements. The successful candidate will provide leadership, technical expertise, consultation and analysis toward the company-wide goal of eliminating PS related accidents and providing a healthy and secure workplace. The individual will support site HSES Manager and work closely with the plant management team to achieve the Process Safety deliverables of the company.

RESPONSIBILITIES / ACCOUNTABILITIES:

Create and thrive a PSM culture and awareness at site;

Work closely with operation on the implementation of PSM procedure;

Lead risk assessments and hazard studies for projects and process changes, to identify process hazards and risk level;

Manage PSM related actions raised from hazard study, process change, PSM audit, etc.;

Optimize process alarm performance in a sustainable way;

Identify HSE training needs in PSM for site personnel and maintain the training programs;

Lead PS incident investigation, and identify root causes for improvement;

Promote HSES program (BBS, PTW);

Support project safety and assist HSES manager in managing related activities both internally and externally;

职位要求：

REQUIREMENTS – EDUCATION, EXPERIENCE, SKILLS, COMPETENCIES:

Education：

Diploma degree or above.

Experience：

At least 5 years of working experience in chemical production or HSES field.

Chemical or chemical industry background preferred.

Good knowledge of PSM and fire-fighting regulations

Good knowledge of hazard studies and risk analysis.

Training/document skill.

Experience in communication with local authorities, including local EPB, fire, Industrial hygiene and safety bureau.

Project approval experience, for example EIA, SIA, HIA and fire fighting, etc.

5. Language Skill:

Fluent in Chinese both speaking and writing

Basic communication skill in English
