Job Purpose Statement

The IT Manager (Application) is to assist Senior IT Manager of the hospital to manage project development in context to Hospital operations IT and procedures under the company. The scope includes the responsibility to understand, review, setup, coordinate and deliver HIS and other IT application projects development in context to Hospital operations IT and procedures successfully.

Key Accountabilities

The IT Manager is responsible for the design, development and implementation of the organization's information systems align with IT roadmap and strategy.

IT Project Management

1. To manage the full IT project tendering process including tender specification, evaluation and award.
2. To manage the vendors to design, develop and deliver Hospital Information System(HIS) and other information systems in accordance to the hospital or group's identified needs.
3. To coordinate both internal users and vendors effectively for any assigned project in time. 
4. Escalates issues and recommend an alternative solution to the supervisor.
5. Provides weekly, monthly, and quarterly updates of all assigned projects accurately to the supervisor. 
6. Works with project management colleagues and users to develop standardized project templates and work instructions as well as summarize lessons learned to help improve efficiency of future projects.

Hospital Administration and Operations

    

1. To maintain and improve hospital IT systems to support and empower hospital operation through good team work and vendor management.
2. To identify emerging technologies that need to be assimilated and integrated for hospital benefit.
3. To govern and manage risks, issues and dependencies within the IT environment and taking all steps to understand and mitigate risks.
4. Review regularly; maintaining and processing documentation in accordance with quality standards.
5. Fields incoming questions or issues by responding to incoming internal requests; providing comprehensive answers to questions pertaining acceptance of process; accurately documenting information into systems; capturing common issues to reduce recurring issues and inquiries; and meeting established standards for quality.
6. Manages relationships with internal and external resources.

Qualifications & Experience

Qualifications: Minimum Qualifications: 

    

• Bachelor’s Degree  in  Computer Science/Information Technology
• At least 5 years IT operation experience
• 3 years of IT Manager position experience, preferably in multinational company
• Have strongly relationships with team and great leadership.
• Experience working in a fast paced, changing environment
• Functional knowledge of healthcare Industry will be an added advantage
• PMP or equivalent certified with full IT project cycle management experience
• Speaks and writes fluent English and Mandarin

• Strong communication, negotiation and mediation skills
• Understanding of project management principles and methodologies.
• Effective vendor and user management skills
• Understanding of IT security, and the regulatory environment in China

• Utilizing communication skills, including both verbal and accurate written skills
• Working independently with a minimum amount of oversight
