Job Purpose/职位目的

Provide Lubricants, B2B, Chemicals and Retail businesses in China, Hong Kong, Taiwan, Korea and Macau with a Contract & Procurement (CP) Professional to deliver Top Quartile Procurement and Contract Management Strategies and techniques realizing significant cost savings whilst maintaining and improving internal and external performance. Focused on special projects relating to business model changes, operational excellence and compliance. These projects can be in Specialties, Chemicals and CP.

This is done through the use of market analysis; stakeholder needs analysis, strategy development, strategy implementation, tendering, OLB, negotiation and Contract Management.

This position focuses on providing CP support on commercial information, assessments and market development for new business models, driving quality, cost competitiveness and supply security. Contract Management will also be a key focus to drive cost out/prevent value leakage


Job Responsibilities / 职位描述:
· Deliver value improvements to Lubricants, B2B, Chemicals and Retail by developing and implementing Local CP strategies utilizing Price, Demand Management, Specification and Contract Management principles, and implementing the regional component of global strategies.

· Support Global Category Managers in implementing relevant Global Category Strategy within China, Hong Kong, Taiwan, Korea and Macau and maintaining CoB alignments.

· Manage Global, Regional and Local supplier relationships and negotiations including resolution of operational and supplier performance issues relating to the contracts.

· Provide a strong commercial influence in the thinking and behavior of the users of materials and/or services. Especially driving review of specifications and demand management.

· Working with the Contract Owners and Holders ensure effective Contract Management and expected value is obtained during the contract term.

· Move CoBs away from ad-hoc/yearly/invoice only/site specific procurement to structured long term contracts spanning all CoBs for improved governance, cost position and workload management.

· Rationalize contracts and suppliers across China, Hong Kong, Taiwan, Korea and Macau and across CoBs to leverage full procurement potential of Shell.

· Develop strategic suppliers who can and put in place strategic contracts which can support Shell in our business growth aspirations.


Job Requirements/ 职位要求:
· Relevant experience in a multinational company preferred, experience in oil & gas industry will be an advantage
· Proven track record of execution excellence and delivering results.
· Strong Stakeholder Management skills.
· Strong commercial sense
· Sound understanding of at least 1 downstream CoB, its business direction and strategy.
· Strong procurement experience/knowledge i.e. CMCP - strategy development and execution, negotiations, contract / supplier performance management
· Enthusiastic, self starter, curiosity, fast learner, and team player
· Fluent English (verbal and oral) desirable.
