BASIC PURPOSE:      Coordinate all lab staff activities to meet performance goals in timeliness, volume, and quality and to encourage growth in laboratory and staff capabilities.

PRINCIPAL ACCOUNTABILITIES:

1        Recruit and select appropriate staff for open positions, develop and motivate work force to meet the needs of the department and perform staff evaluation in a timely manner.

2.       Be responsible for final QC and verify that staff adheres to corporate and laboratory QA/QC programs.

3.       Work with Manager to ensure that the laboratory runs efficiently (participate in meetings, maintain effective inter- and intra- department communications, prepare proposals and reports as needed).

4.       Participate in ISO17025 studies and assure adherence to ISO17025 policies and procedures by laboratory staff.

5.       Ensure that instruments and equipment are maintained in proper operating condition and ensure that the necessary documentation is organized and accessible.

6.       Provide technical expertise for all methods and techniques utilized.

7.       Ensure data is accurately entered into LlMS and perform report reviews

8.       Interact with program managers to assist in defining analysis capabilities and response times to requests.

9.       Assure adherence to the safety and health policies and procedures and take an active role in the improvement and enforcement of these policies and procedures.

10.    Provide guidance and direction for staff in prioritization of assignments, problem solving, method development issues, etc. 

11.    Provide and promote cross training to maintain staffing flexibility and develop growth paths for staff.

12.    Make decisions with regard to budgeting and spending for group, making sure that a budget plan is in place and being followed

13.    Create short and long term plans for both technology and staffing to ensure that the lab is able to meet business needs.

14.    Perform other duties as requested.

REQUIRED QUALIFICATIONS:

1.       Bachelor's in chemistry or a closely related field.

2.       Four (4) years of chemistry laboratory experience.

3.       Demonstrated management / leadership skills.

4.       Strong written and verbal communication skills. Fluent in Mandarin and English(Certificate of CET-6)

5.       Experience with methods and instrumental techniques for chemical analyses, e.g. AA, IC, ICP,ICPMS, XRF,LC,GC.

6.       Knowledge and experience with laboratory QA/QC plans, manuals, and procedures.

7.       Understanding of, and experience with, laboratory information management systems (LIMS).

8.       Experience with Microsoft Office Suite, i.e. Word, Excel, PowerPoint, Outlook, etc

PREFERRED QUALIFICATIONS:

1.     Advanced degree in scientific/laboratory related coursework.

2.     Two (2) years supervisory/leadership experience.

3.     Direct experience working in wet chemistry methods, metals analytical techniques, and radiological analytical techniques.

4.       Familiar with ISO 17025,GMP requirements and implementation for CMA & CNAS procedures and customer audit.
