岗位描述

The Project Manage reports to GM, He/She is responsible for the operation of project department. This includes mainly managing matters related to the operation of project department, capital, quality and progress control of project.，make the budge, keep communication and cooperation with other departments.

项目部经理向总经理汇报工作，他/她负责项目部门的运营。主要包括项目建设的资金、质量、进度控制，确保项目正确执行并对工程项目的各项费用作出预算，与公司其他部门保持沟通和协作。

Duties:

职责：

• Make the annual budget of department according to the company regulation and control the cost in accordance with the budget usage process

按照公司规定，配合做好部门的年度预算，并按预算的使用程序配合控制好预算的支出；

• Management of contractor contract/deliveies/coordination with operation in term of finance requirement/reporting to management.

管理承包商合同/管理交付物/依照财务要求协调运营/向管理层做好汇报工作；

• Make sure the design is developed in line with the budget

确保根据预算进行项目设计；

• Limit the variations, report to GM and obtain GM approval in case of any

限定变更，如有任何变更，向总经理汇报并获得总经理的批准

• Management project variation costing and negotiation ;

计算管理项目的变更成本并磋商；

• Management the project finance closure

管理项目的财务收尾工作

• Make the annual budget of department according to the company regulation and control the cost in accordance with the budget usage process

确保部门内员工，访客及承包商的人身安全，遵守公司安全规定 ;

• Project department manager is the first superintendent of project safety and responsible for the department safety in general.

项目部经理为本部门安全工作第一责任人，对本所在部门安全工作全面负责

• Fully understand the risks（HS, environmental and industrial） and legal requirements in his position, support jobs in HSE field and take in charge of HS, environmental and industrial risk management in his dept.

全面了解本岗位所适用的法律法规及本岗位存在的风险（职安健、环境、工业风险），配合HSE工作，负责本部门工作范围内的安全、环境、工业风险管理；

• Build up and manager the small group excution team. Motavite the team and develop their skills.

组建并管理小的执行团队, 激励团队并开发其才能；

• Responsible for the plan, negotiation and construction of invested projects;

负责公司所有投资项目的计划、谈判和建设 ;

• Make sure that all the projects construction accomplished on time;

负责所有项目准时保质完成；

• Responsible for the acquisition of permit and approval of project;

负责获得本公司建设项目必要的许可和批准；

• Optimize the project design, set up the concept of Project Construction Services for Production upon the short and long term company plan

按照公司制定的短期和长期规划，优化项目设计，树立项目建设为生产服务的理念；

• Responsible for the quality related process making and implementing

负责本部门相关质量管理程序的编审工作，负责质量管理体系中的所有相关文件在本部门内得到落实推行；

• Understand the major engineering documents such as but not limited to P/ID/PFD/Functional description/Mass balance/etc.

理解主要的工程文件，包括但不限于管道仪表图（P/ID）/工艺流程（PFD）功能描述/质量平衡等。

• Make certain the qualifications of the subcontractors are in conformity with law. The H&S criteria are one of the most important factors during the tendering and subcontractors’ evaluation processes.

确保施工方各资质符合法律要求。在承包商评选时安全将表现作为重要考核指标。

• Be responsible for the execution of EMS, IRM and EnMS in the dept.

负责EMS、IRM和EnMS在本部门的执行和落实；

• Coordinate the commissioning of plant and equipment by operation team.

配合运营小组进行现场工厂和设备的调试工作 ;

• Work strictly in accordance with the operation rules, finish the tasks as assigned by upper management level.

严格按操作规程办事，完成领导交办的其它各项任务。

• Responsible for strengthening the connection and cooperation with other departments;

负责加强与其它各部门的联系和团队合作；

• To represent the company in relationship with operation team & SCIP authorities & local authorities

代表公司处理与运营小组、上海化学工业区权利机关和当地权利机关的关系；

• To maintain the good relationship with operation team & SCIP authorities & local anthorities

与营运小组、上海化学工业区权利机关和当地权利机关保持良好的关系；

• To maintain the reputation of the project team

Qualification/Requirement

• Education：Bachelor degree, civil building, civil engineering, architecture or other engineering major

• Experience be familiar with the whole process of engineering construction

In March 2003, SCIP SITA Waste Services Co., Ltd. (SCIP-SWS) was established as a joint venture between Shanghai Chemical Industry Park Development Company and SITA. SITA becomes a 100% owned subsidiary of Suez Environment since September 2008. Suez Environment, with a professional workforce of 161 000, is one of the largest environmental technology providers in the world. Suez Environment experts are transferring best practices and know-how in process engineering, operation and management.

2006年5月，上海化学工业区升达废料处理有限公司顺利通过了国家环保总局的专家评审，是上海取得国家环保总局颁发的危险废物经营许可证的单位，处理能力为60 000吨/年，拥有2条回转窑生产线，SCIP SWS的目标是24小时的连续操作并向客户提供全年不间断的有效接收。

In May 2006, SCIP SWS successful passed the audit from the experts of State Environmental Protection Agency (SEPA) and became the only one company who was certificated by SEPA in Shanghai. SCIP SWS operates a 60 000T/Y incineration plant with 2 identical incineration lines. Our goal is to provide 24 hours’ continuous operation and uninterrupted, year-round service for the reception of all acceptable wastes.

根据设计，工厂可以处理不同属性和包装的废料。为了保证完美无暇的服务链，一流的实验室以及特殊车辆的车队将作为焚烧厂的后盾。由于考虑到上海的排放标准以及施行力度都在迅速发展和提高，上海化学工业区升达废料处理有限公司焚烧装置配备的尾气处理系统的设计标准是遵循欧洲标准，而不是目前中国国家标准。同时，处理装置还带有能量回收功能，产生蒸汽供上海化学工业区内的企业使用，从而减少了天然能源，如：天然气、煤、石油的消耗以及有害气体的排放，符合“循环经济”的发展理念。

The plant has been designed to treat incoming waste of a wide cross-section of physical properties and packaging. To ensure a complete and seamless service cycle, the incineration plant is backed up by a first class laboratory and a fleet of special vehicles. Recognizing that the emission standard and degree of enforcement in Shanghai are improving and evolving rapidly, the SCIP SITA incinerator is equipped with an Off-gas Emission Control System designed to EU standards rather than the current national requirement in China. Meanwhile, our Energy Recover System helps reduce the consumption of natural resources such as gas, coal and oil, which is accordant to the principle of circular economy.
