职位描述
1. FUNCTION
1.1. Be fully accountable and responsible for production & maintenance of Banfu site. Ensure plant operates as practically as possible in accordance with local legislation and practices and achieves company objectives.
1.2. Responsible for the preparation of the production & maintenance budget, as well as the implementation and control of the approved budget.
1.3. Support plant Environment, Health & Safety programs and ensure that all plant facilities and practices comply with local and corporate environmental, health and safety requirements.
1.4. Maintain continuous improvement in the operating cost efficiency of the equipment and facility.
1.5. Oversee effective utilization and development of staff.
1.6. Plan for, and implement future manufacturing expansion and improvements to support the market plan.
1.7. Be fully accountable and responsible for process engineering and quality control of Banfu site.
1.8. Oversee industrial relations and effective utilization and development of production & maintenance staff.

2. POSITION IN ORGANIZATION:
2.1. Directly reporting to - Supply Chain Director, Great China & South East Asia
2.2. Immediate Subordinates - Production Manager or Supervisor, Maintenance Supervisor etc.
2.3. Special Relationships - Internal
Warehouse, Materials and Planning Manager, EHS, Quality, Customer Service, Factory Accountant, Purchasing, HR etc.
External
Sales Marketing, R&D etc.
3. RESPONSIBILITIES AND AUTHORITY LEVEL
Au Authority Level Level Presents recommendations for supervisor's approval. Takes action after decision has been reached. A Acts without securing approval but informs supervisor of action taken. B Acts without consulting supervisor before or after taking action. C
Responsibilities Level 3.1 Ensure the day to day operations within the Plant are safe, and that equipment is working efficiently by having ‘hands-on’ management of the operations. C 3.2 Support Plant’s Environment, Health & Safety Programs and ensure that all Plant facilities and practices comply with local and corporate environmental, health and safety requirements. B 3.3 Perform any additional duties not written into the position description which the supervisor may require. B 3.4 Organize, coach and manage all staff within department. Work with functional groups to ensure the day-to-day operational issues are resolved in a timely manner. B 3.5 Assign work to subordinates, ensuring comprehension, set work schedules and generally assist them to get their work done. C 3.6 To plan for and implement future manufacturing expansion and improvements to support the market plan. A 3.7 Budget and control of operating and capital costs, both direct, indirect and PAR. B 3.8 Security of the plant and corporate information. B 3.9 Interpret company policies and establish procedures and methods to be followed by subordinates in carrying out assigned duties, within the limits of company policies (this includes the HSP and EHS codes/policies) C 3.10 Ensure good industrial relations. B 3.11 Continuous improvement in the operating cost efficiency of the staff and the facilities. C 3.12 Resolve subordinates complaints, grievances, and work related problems. B 3.13 Co-operate with all other personnel of the company to achieve company’s objectives. C 3.14 Training, development and disciplining subordinates. B 3.15 Develop annual goals and objectives for department. A
Responsibilities Level 3.16 Regularly report major problems anticipated or encountered and major findings and results achieved to the immediate supervisor, with recommendations. C 3.17 Hire immediate subordinates (with approval of immediate superior) and delegate to each the necessary authority and responsibility for the performance of assigned functions. B 3.18 Manage the operation of production processes within Standard Operating Conditions and Standard Operating Procedures. B
4. SPECIFIC AUTHORITY AND DECISION MAKING
4.1 Authority to shut down production lines when necessary
4.2 Financial approvals as specified in the SAP Symphony authority guidelines.
5. AREAS OF KEY MEASUREMENT OF PERFORMANCE

Avoidance of obsolescent issues 5.8 Ensure that industrial relations eliminate restrictive work practices and pay increases are covered by increased productivity Minimum industrial disputes – no formation of union. Labor part of DMC remains constant 5.9 Develop People & Careers Have two qualified candidates for each supervisory position 5.10 Employee morale No unresolved personnel grievances after three months At least one improvement suggestion per employee per year put into action
6. POSITION REQUIREMENT
6.1. Education
· Candidate must possess at least a Bachelor's Degree.
· Oral English to level CET ……
6.2 Experience
· Minimum of 5 years of factory management experience with knowledge of a variety of manufacturing activities in a Multinational Company. Chemical Industrial is preferred.
· Chemical Industrial background is preferred.
