职位描述

SUMMARY:

The Mechanical Engineer provides support to the Lead Mechanical Engineer and has overall responsibility for ALL activities associated with a specific equipment/contract package. The responsibility includes completion of all technical as well as commercial activities from the preparation of the technical specifications through to commissioning and handover of the documentation to the Owner. The Mechanical Engineer is the technical single point of contact between the project and the bidders, and once the package is awarded, between the project the package supplier.

The success of the role will be directly related to the Mechanical Engineer’s ability to develop, coordinate and manage all activities associated with the package.

JOB DUTIES:

Prepare the complete package specification including all relevant package sections;

o Scope of supply and technical requirements

o Relevant discipline sections associated with the scope of supply

o Datasheets

o Standard technical and non-technical sections

o Vendor data schedule and requirement table

o Breakdown of equipment and/or services for costing

Obtain a good understanding of the commercial conditions provided by the procurement group.

Obtain a good understanding of the packaging strategy included in the project execution plan.

Prepare the bidder’s list with input from the appropriate project authorities and obtain approval according to the project procedures approval matrix.

Prepare the vendor data schedule and requirement section of the specification, in collaboration with the other practices and the project planner. Emphasis must be placed on key dates for reception of preliminary and certified vendor data that meet the project’s schedule requirements.

Maintain the Procurement Status Report to date with regards to the package in question. Confirm with the project planner that the planned tender issue date will be met, or forecast a new issue date and provide reason why the date cannot be met.

Issue the specification for internal review. Assemble comments and update the specification accordingly.

Obtain all necessary approval signatures prior to issuing the package onto the market.

The Mechanical Engineer is responsible to expedite all technical as well as non-technical groups, both internally within Hatch and externally as required.

TENDER PERIOD

The tender period begins once the specification has been issued onto the market for pricing. Communication during this period should be limited between the bidders and the procurement agent. Communication without the presence of the procurement agent is to be avoided. The Mechanical Engineer will work closely with the procurement agent to ensure all questions and/or additional details, etc., are promptly asked and answered. Implicate the other practices as required.

Attend, as the technical representative, any pre-award or clarification meetings.

Answer all technical questions from the bidders during the tender period and include the appropriate practices as required. All questions must be answered through the procurement agent.

The Mechanical Engineer is responsible to implicate the appropriate practices in evaluating the bids received. Prepare a list of questions, if required, and issue to the bidder for clarification. Obtain any additional details or data required to appropriately evaluate and compare the bids. All communication with the bidders is to be performed through the designated procurement agent.

Review the dates, which the bidder has included in the vendor data requirements table of the specification, with the project planner to ensure they satisfy the requirements of all practices and the project schedule.

Prepare the tender analysis documentation once the bids are received. This includes a bid evaluation (excel spreadsheet) comparing the specified requirements with what the bidders will be supplying as well as a technical recommendation. The recommendation is in the form of a report describing the difference(s) between all bidders and the reason(s) why bidders are technically recommended or not.

Once the successful bidder is ready to be awarded a purchase order, the specification must be “conformed”. All changes, clarifications, modifications discussed during the pre-award period must be reflected in the specification and the specification revision number upgraded. The revised specification is then signed and issued as part of the purchase order.

Include all pertinent data from the successful bidder into “data manager”, or ensure the assigned individual inputting data into “data manager” includes the information into the database.

post award period

The post award phase begins with the award of the package to a specific Vendor. The Mechanical Engineer’s main role from this point onward is to expedite the information from the Vendor and ensure it is reviewed by the relevant engineering disciplines. The Mechanical Engineer is responsible for all engineering interfaces between the project team and the Vendor.

Attend the kick-off meeting and confirm any and all vendor deliverables and scheduling of vendor supplied data and drawings.

Ensure the vendor data schedule information is logged into Workshare and/or iPAS and a copy is issued to the expeditor assigned to the package.

Set up and maintain an inquiry register, which is sent periodically to the supplier. The register includes questions or clarifications, dates the information was requested and actual dates received, originator, etc…

Create a document review matrix identifying which individuals on the project must review the supplier drawings. Advise Document Control.

Expedite the vendor to ensure the drawings/data is received according to the vendor data schedule.

One set of document vendor drawings/data is forwarded to the practices for review and comments and one master copy is forwarded to the Mechanical Engineer. The Mechanical Engineer is responsible in ensuring the practices comment the vendor drawings in a timely manner. These comments are then discussed and if appropriate, transcribed onto the master copy held by the Mechanical Engineer.

The Mechanical Engineer includes his/her comments onto the master copy, with those from the practices. This master copy is then assigned the appropriate status, signed and issued to Document Control for return to the vendor.

Maintain a master file of all data/drawings, including the documents commented from the practices.

Expedite the supplier to ensure drawings/data are returned according to the dates indicated in the Vendor data schedule.

The above cycle is repeated until the final certified copy is received.

All late information is to be reported to the lead mechanical engineer and the procurement agent.

As more detailed information is received from the supplier, the Mechanical Engineer must ensure this data is included in “data manager”, so as to maintain the project database updated at all times.

Hold weekly calls/meetings with the vendor project manager to discuss upcoming deliverables, progress, roadblocks, inspection hold points, etc… and coordinate the information with all project practices.

Coordinate any fabrication, inspection visits and ensure the fabricator is adhering to the approved quality program.

Maintain a register of all inspections and test certificates.

Confirm all logistics for the delivery of the equipment as well as all shipping details. This data is to be forwarded to the person in charge of material management and is to be included in data manager.

Assemble all inspection reports, certificates, manuals and handover to the Client following the procedures outlined in the project procedures manual.


PREFERRED QUALIFICATIONS AND EXPERIENCE:

Essential

A recognised degree in engineering from an accredited College or University.

5 + years experience, depending on package/contract size.

Good technical knowledge of the equipment or services forming part of the purchase package or contract.

Experience with working on a project in a multi-disciplinary team environment.

Good understanding of the flow of information and data within a project environment.

Strong deliverable focus.

Appropriate knowledge of Hatch systems and non-engineering functional groups within Hatch (document control, expediting, procurement, etc.).

Well-developed communication, negotiation and interpersonal skills.

Desirable

Well-developed negotiation skills.

A high degree of understanding of Hatch systems; iPAS, Data Manager.

High understanding of commercial management as it relates to the equipment package or contract.

A high degree of understanding of construction and commissioning methodologies for the discipline.

Extensive experience in the use of procedures and workflows in the management of a package/contract.

Significant previous experience in the management of equipment packages and contracts.
