Data Governance Lead (VP, Technology & Operations)

Job Responsibilities:

• In DBS, the Data Management Office supports enterprise wide data management through partnership with business/support units and respective project teams, providing guidance, governance, support and training.
• The Data Governance Lead will be part of the in-country Data Management Office which is driving the implementation and adoption of enterprise wide data management standards and governance to support the bank’s data whole lifecycle management as well as unveiling the data value and enforcing the responsible data usage.
• The Data Governance Lead will contribute to and collaborate with the Group Data Office to create and evolve standards, procedures and tooling, and drive the adoption in country with alignment to local regulations.
• He or she will also be responsible for obtaining buy-in and participation from leadership teams in the Business/ Support Unit for data governance activities and has significant influence in setting the data governance policies, standards, and goals for his or her organization. This is a relative senior level position that requires in-depth knowledge, on the job experience, the ability to effectively collaborate within own department and across broad parts of the organization and influence others without reliance on formal authority.
• Work with the Group Data Office to implement the latest Group Data Governance model and be responsible for data governance book of work for in-country Data Office.
• Work with Data Owners and Data Stewards to implement Data Governance and establish data definitions, monitoring requirements, and gaining support for Governance – this will be very challenging as it will require a cultural shift in the organization.
• Train, support and monitor Data Stewards, Data Owners and IT Application managers across the organization to strengthen the application of data management and quality requirements in business and IT.
• Work with Data Stewards to Implement data quality program, facilitate issue remediation and manage escalated issues that have not been resolved to the business satisfaction.
• Work with IT teams to make sure IT projects fulfill the defined data management requirements
• Develop key metrics and reporting that include key messages, control and operational effectiveness, and overall status
• Prepare presentations and materials for stakeholder reviews, project team meetings, Data Management Council, Data Governance Metrics Review.
• The job is accountable for data governance policies and standards establishment and implementation for DBS China.

Job Requirements:

• Bachelor degree or above in Business, Finance or other relevant field. Computer science knowledge is an added advantage
• 5 or more years of experience in data management / data governance covering data quality management and metrics, and business metadata management.
• Experience in rolling out data governance / data aggregation frameworks like BCBS239 is an advantage.
• Knowledge and understanding of banking data like customer information, products and transaction information preferred.
• Knowledge and experience in data privacy, operations, and technology functions preferred
• Excellent management and delivery skills
• Demonstrated track record of a high level of personal initiative and leadership, and of setting and achieving challenging goals.
• Must be able to dive into details and abstract the detail for executive communication
• Must be able to work effectively and build strong relationships with teams throughout the organization
• Takes accountability for completing deliverables and enjoys owning tasks and jumping in to deliver.
• Independent, organized, self-motivated and a team player.
• Excellent verbal and written communication and presentation skills, with a fine attention to detail.
• Ability to think through and outline work processes in a thoughtful and detailed manner
• Ability to prioritize and handle multiple tasks effectively and work in evolving / changeable environment.
• Possesses excellent judgment, knows when to escalate complex issues to senior management or business partners with relevant expertise.
• Knowledge and experience with data related technologies like Maria DB, SQL and data visualization tools like Qlikview/Qliksense preferred.
• Exposure in using enterprise architecture and data management tools like Infosphere, Collibra, etc. preferred.
• Experience in developing standards, processes, and policies
