Position Summary:
The Director, Human Resources will lead the regional human resources team in support of the global HR strategy and the NSF mission, strategy and goals for growth and innovation. The Director, Human Resources will oversee the region’s HR support function, ensuring implementation of the HR strategy and goals, supporting leaders and employees in their performance and development, providing coaching and guidance to leaders to support the business, and implementing global processes and standards that enable consistent service and support organizational growth. The Director, Human Resources reports to the Director, Global Human Resources and is a key member of the global HR team.
Key Job Responsibilities include, but are not limited to:
1. Leads implementation of the global HR strategy within assigned region and within the context of the global HR organization, collaboratively leading the implementation of short and long range goals, strategic plans, policies and operating procedures for the Human Resources support function aligned the NSF mission, values, and strategy.
2. Collaborates with HR Centers of Expertise (COEs), aligning regional HR activities with global HR standards and processes.
3. Responsible for selecting, leading, assessing and developing a high performing HR workforce to provide excellent service in the region.
4. Accountable for achieving HR departmental and organizational goals aligned with global HR strategy, providing input to Director of HR and HR Leadership Team (HRLT), and ensuring HR budget spend is aligned with global HR budget for the region.
5. Through alignment with global talent acquisition team, accountable for recruitment and retention strategies, processes, and services within assigned region to ensure high performing workforce and talent onboard to meet departmental and organizational objectives.
6. Collaborating with the global compensation team, establish and manage compensation processes and policies aligned with the global compensation strategy, to ensure the best workforce at acceptable cost for assigned region, including annual merit and bonus processes.
7. Ensures cost-effective benefit programs are in place in each location within the region which establish NSF as a competitive employer and meet local legal requirements.
8. In collaboration and alignment with the global talent management team and leadership development strategy, directs learning and development activities within the region. Ensures leaders are developed to leader competencies/expectations and employees are developed and trained for current and future roles. Directs informal (coaching) and formal development for leaders within the region.
9. Leads positive employee relations and ensures legal compliance regarding employee issues.
10. Accountable for HRIS data integrity within the region, collaborating with COE for HRIS to ensure system implementation and maintenance meets the global data standardization strategy and accurate reporting.
11. Leads human capital aspects of new operations in the region as well as integration of acquisitions that may occur.
12. Collaborates with global HR team, HRLT and VP, HR to direct and manage the global HR strategy.
Job Requirements & Preferences:
Experience:

- Ten years of human resources experience managing various facets of human resources, preferably in a global organization.
- Demonstrated experience in various aspects of human resources including recruitment, compensation, benefits, policies and procedures, data analysis, budget planning, and developing reinforcing positive culture change.
- Experience with HR systems required, experience with Oracle Cloud HCM a plus.
- Experience with legal processes and employment law, and the ability to recognize, analyze, and limit liabilities and other business risks.

Education and Certification Qualifications:
- Bachelor’s Degree in human resources, business or a related field required. Master’s degree preferred
- Certification in the HR field, such as a PHR, SPHR or GPHR or equivalent recognized HR certification
Travel Requirements:
- Ability to travel within the region and internationally to other NSF locations as required – up to an estimated 40%
