KEY ACCOUNTABILITIES 主要职责：

Environmental

 Leading and fostering a culture of continual environmental improvement across all Swire Pacific Cold Storage ( SPCS) sites through a day to day environmental focus effective leadership of environmental priorities. e.g. obtaining ISO 14001 status & OHAS 18001.

OHS Leadership and Culture

 Developing a national Environmental Health & Safety strategy designed to position SPCS at the forefront of Environmental Health & Safety in China.

Health and Safety Management

Designing and developing systems to ensure compliance with Health and Safety legislation, as a minimum.

1. Inspecting and auditing BU’s to ensure compliance with SPCS’s Health and Safety management system.

2.In conjunction with the DGM, prepare the annual health and safety plan and budget.

3. Modelling a commitment to SPCS policies, principles and procedures by demonstrating a strong commitment to own health and safety and the health and safety of employees, contractors and visitors by adhering to all environmental, health and safety, policies, procedures, SOPs and equipment, including any department specific requirements and leading and fostering a continual environmental improvement culture.

 

Accident and Incident Management


Ensuring investigations are carried out for all near misses / incidents / accidents nationwide and corrective actions are implemented to manage future risk.

§ Timely liaison with regulatory authorities (e. Safety Bureau) occurs for serious harm accidents. A report is issued to the DGM outlining recommended actions within seven days of the event.

 

Hazard Management

 §Co-ordinating and maintaining a central record of hazards.

§ Ensuring that all hazards and hazardous situations are investigated and appropriate corrective actions are taken.

§ Researching and providing information to staff and managers regarding workplace hazards

Communications, Reporting and Data collection

The provision of:

§ Monthly report to DGM.

§ Management of monthly Department Heads Safety management meetings.

§ All reports are completed in a timely manner with a high degree of accuracy.

§ DGM is kept up to date with significant Health and Safety issues and initiatives in line with the agreed plans

Injury Management

Establishing, monitoring and maintaining systems and processes required to meet and satisfy audit and compliance requirements.

§ Supporting the HR managers where required with regards to the active management of staff on work related injuries. Co-ordination of amenities EAP Services Company Doctor / Health Nurse

SKILLS, KNOWLEDGE AND EXPERIENCE 技能，知识及经验：

Minimum 5 years work experience within warehousing, distribution or manufacturing environments at a senior business level. This position is open to all graduates however, the following key skills are advantageous:

Experience

§ Experience of environmental management, ISO 14001, OHSAS 18001and managing environmental systems, policies and standards across an organization.

 Experience in strategically managing Health and Safety systems, policies and standards in a large organization, preferably in a manufacturing environment.

§ Proven experience in obtaining behavioral participation and engagement in environmental and health and safety initiatives. Qualifications

§ Relevant tertiary qualifications in Environmental Health and Safety. Knowledge

§ A sound knowledge of Environmental and Health and Safety legislation and standards and sound awareness of current legislation around the Kyoto protocol, carbon emissions.

§ An understanding of ISO standards and requirements

§ A good knowledge of effective injury management practices.

· Originating action to improve existing conditions and processes; using appropriate methods to identify opportunities, implement solutions and measure impact.

· Establishing courses of action for self and others to ensure that work is completed efficiently.

· Providing timely guidance and feedback to help others strengthen specific health and safety knowledge/skill areas needed to accomplish a task or solve a problem.

Cultivating relationships and networks

· Developing and leveraging effective networks and relationships with others inside and outside of SPCS, where appropriate.

Decision making authority – to be outlined by SPCS DGM

· Identifying and communicating key environmental and health and safety issues to be addressed across the group annually.

· All environmental incidents and serious harm incidents are thoroughly investigated as per company procedures and communication and liaison with regulatory authorities, occurs in a timely and effective manner.

Planning

· Annual plan for environmental and health and safety audits of divisions.

· Development of the Environmental and Health and Safety aspect of the human resource strategic plans. · Contributing to the Environmental and Health and Safety steering committee
