CANARA BANK SHANGHAI BRANCH
POSITION: COMPLIANCE OFFICER ( HEAD OF COMPLIANCE)
1. To carry out day-to-day communication and to maintain good relations with regulators. Responsible for various reporting, consulting, application to regulators; responsible for the coordination of various regulatory on-site inspection; participate in regulatory meetings and training; lead / implement self-examination required by regulators, preparation, submission of self-inspection reports and communicate with regulators in a timely manner;
2. To assist the President to strengthen the internal control of the branch, coordinate all the business lines. Continuously optimize bank organizational structure and assessment procedure.
3. Liaison with Chief Group Compliance Officer and implement the directions – Submission of all stipulated returns/ statements in time – Organize / Co-ordinate with Head Office compliance department for the quarterly interface, Preparation of minutes – implementation of action points.
4. To pay attention to changes in laws and regulations, and to improve the internal control system basing on the identified Compliance/procedural gaps.
5. To establish branch training system, arrange staff to participate in the regulatory training and arrange internal re-training; compliance training and examination for new recruits; regular training and examination on employees of the new system and new policies;
6. To give compliance advice to business lines, and to consult regulators in case of necessary;
7. To co-ordinate with the departments, to develop corrective action plans in accordance with the regulatory advice and requirements in a timely manner, to determine the responsible departments and completion time, tracking rectification and provide timely feedback to the regulators.
8. To develop branch regulatory statistics system, develop reporting list and accordingly remind relevant departments to submit, so as to ensure the punctuality of submission; responsible for the preparation of all comprehensive survey and research reports related to Regulators/ Government Departments.
9. Test checking of Regulatory & Internal guidelines on regular basis. Co-ordination with internal / external auditors and ensuring completion of audit as per norms.
10. Conduct audit of departments on a regular basis and develop corrective action plans according to the audit opinion and monitor the implementation. Follow-up for breaches remediation.
11. Head of Anti-Money Laundering work.
12. Regularly communicate with the Top Management Team and brief them regarding the day to Regulatory changes taking place.
13. Communicate with the departments regarding additional regulatory reporting requirements basing on the communication from the Regulator and oversee the submission of the same by the departments.
14. Monitor all the Regulatory data submission by the various departments in the branch.
15. Assist the Branch President in selection of candidates for the various positions in the branch.
16. Drafting internal policies/working procedures basing on the Regulatory guidelines from SAFE/CBRC/PBOC.
17. Undertake the process for implementing the RMB business, Co –ordinate with CBRC and the Consultant, if any, appointed for the same.
18. Reviewing RMB business procedure and implementing the same in the branch as per the CBRC requirements.
19. Liaison with Shanghai banking association (SBA) for updates and brief the Top Management about the same.
20. Ongoing Compliance Tracking for Sustainability- OCTS : To undertake the checking of observations as per the check list certificate given by each department / function and provide the final certificate to the president by 5th of every month mentioning his / her findings for checking by the president.
