The company is an US based global supplier of wireless data acquisition and communication products for electric, energy, gas, and water utilities. It makes radio- and telephone-based automatic meter-reading (AMR) systems, handheld meter-reading computers, and meter data acquisition and analysis software. Its systems are installed at more than 2,000 utilities worldwide -- many using more than one its products. The company also provides consulting, project management, and outsourcing services.
Position Description
Responsible for Recruitment, Staff counseling, Maintains staff records (data updates in PeopleSoft, Taleo and i-Perform).
Provide support to HR programs that are being developed and implemented
Maintain knowledge of legal requirements and government reporting regulations affecting human resources functions.
Prepare/Update staff manual. 1) assist in the formulation of compensation objectives, manpower goals, personnel policies and procedures. 2) propose benefits or relevant HR policies for local entity.
Ensure policies, procedures and reporting are in compliance.
Recruit, interview, test and select employees to fill vacant positions.
Do competency design/profiling/modelling
Plan and conduct new employee orientation to foster positive attitude toward company goals.
Train and guide local management team in interviewing, hiring, terminating, promoting, performance reviewing, safety and sexual harassment policies, use of Taleo & i-Perform.
Respond to inquiries regarding policies, procedures, programs, benefits and compensation.
Prepare employee separation notices and related documentation and conduct exit interviews to determine reasons behind separations.
Enforces staff discipline.
Responsible for industrial relations.
Assist in performance review & job levelling exercises.
Require to helm all HR projects that are mandated by head office in local entity. Conducts research and analyzes data on assigned projects.
Position Requirements
Education background (Education, Major, Training)
University degree program in Law, psychology, sociology, business, communications or HR Management.
Fluent English both in writing and speaking
Professional skills (work experience, capability)
At least 8 years hands-on HR generalist experience in a multi-national company or local China conglomerate.
Must be familiar with all China labor legislations and its enforcement.
Must have good working knowledge of HRIS Systems and on-line appraisal systems
Must be PC-literate and extensive Excel/Word/Powerpoint user
Good analytical skills and must be meticulous.
Good oral and written communications skills.
Attitude (personality, behaviors)
Possess integrity.
Hands-on approach to the job
Well versed in relevant China labour legislations: regulatory and statutory requirements
Able to work with minimum supervision.
Able to work as a team and individually.
Ability to organize and prioritize work.
Ability to work under pressure and with shifting priorities.
Possess mental toughness in dealing with difficult situation and or people.Ability to interact with many people in various departments.
