职位描述
1. Summary
Vendor Quality Surveillance (VQS) ensures that material/equipment meets the quality requirements as specified by the engineer (inclusive of the deliverables set by the contractual requirements) and the process commences at purchase order award until appropriate releases have been done to enable delivery. VQS primarily interfaces with engineering and expediting (other than normal internal procurement interfaces).
An intimate knowledge of applicable codes and standards and a capability to monitor compliance with inspection and test plans is of the essence. The Quality Inspector is concerned with physical quality inspections at Vendor's works. Well developed planning skills and strong interpersonal skills are required to ensure compliance with requirements.
2. Key Responsibilities
1. Attend the pre-inspection alignment meeting
2. Implementing Vendor Quality Surveillance practices and procedures
3. Ensure that the data for reporting is complete and accurate
4. Ensure that the surveillance process and the related procedures are followed
5. Review approved vendors plans and procedures prior to commencement of manufacture
6. Monitor the vendor compliance to the agreed Inspection and Test Plan
7. Issue and manage observations (OBS) to close out
8. Issue NCRs and participate in the close-out thereof
9. Respond to Inspection Notifications by vendors
10. Interface with vendor, client and project members regarding quality and technical issues - partially
11. Attend performance tests, final compliance inspections and packaging release inspections as required by the Vendor Quality Surveillance Plan
12. Establish and maintain the project quality documents in a detailed, accurate and timely manner i.e. registers, inspection reports, inspection release, correspondence, NCRs, OBS, Outstanding Work lists etc.
3. Qualifications and Experience
Essential
1. Relevant technical qualification in NDT, welding, painting, mechanical manufacturing, electrical installation.
2. Appropriate qualifications and statutory licenses to undertake inspection activities as required
3. High degree of technical aptitude and familiarity with various materials and supply items
4. Demonstrated experience with quality control and quality assurance
5. Familiar with ISO 9001. Competent to witness Non-destructive and Laboratory Tests and equipment field test and performance test
6. Proven track record in a similar position
7. Excellent understanding of project execution, especially in an EPCM environment with a strong materials management focus - preferable
8. Excellent written communication and computer skills, Microsoft suite of software
9. At least 8 years' working experiences
Preferred
· ISO lead auditor or auditor experience
· Managerial training and experience with particular ability with managing vendors
· Ability to write and develop processes and procedures.
